| 2 | | Be it enacted by the People of the State of Illinois,

| 3 | | represented in the General Assembly:

| 4 | | Section 5. The Park and Recreational Facility Construction |
| 5 | | Act of 2009 is amended by changing Section 10-20 as follows:

| 7 | | Sec. 10-20. Priorities for projects. In considering |
| 8 | | applications for grants under this Act, the Department shall |
| 9 | | give priority to projects that will provide the greatest |
| 10 | | benefit to the residents of the State, based upon criteria |
| 11 | | established by the Department in rules promulgated pursuant to |
| 12 | | this Act which reflect the useful life of existing facilities |
| 13 | | and improvements, address public health and safety needs, |
| 14 | | correct accessibility deficiencies, and reflect outdoor |
| 15 | | recreation needs and priorities, including handicap-accessible |
| 16 | | playground equipment, such as ramped, ground-level play |
| 17 | | features, accessible swings, wheelchair accessible tables, |
| 18 | | adjustable equipment, universally accessible swings, and |
| 19 | | transfer platforms, identified through the Department's |
| 20 | | Statewide Comprehensive Outdoor Recreation Plan (SCORP) |
| 21 | | Program. The Department shall prioritize projects that create |
| 22 | | parks universally designed to meet everyone's needs, ages, and |
| 23 | | mobility and where all equipment, and the park itself, is |
