Amends the University of Illinois Hospital Act and Hospital Licensing Act. Provides that if a newborn infant receiving services from a hospital experiences apnea of infancy, apnea of prematurity, or an apparent life-threatening event, then the hospital shall train the newborn infant's parents or guardians on the procedures for cardiopulmonary resuscitation for infants, and ensure that the newborn infant's parents or guardians are provided with a prescription for a home cardiorespiratory monitor. Defines "apnea of infancy", "apnea of prematurity", and "apparent life-threatening event".

2 | | Be it enacted by the People of the State of Illinois,
|
3 | | represented in the General Assembly:
|
4 | | Section 5. The University of Illinois Hospital Act is |
5 | | amended by adding Section 7.5 as follows: |
6 | | (110 ILCS 330/7.5 new) |
7 | | Sec. 7.5. Newborn infants experiencing apnea of infancy, |
8 | | apnea of prematurity, or an apparent life-threatening event. |
9 | | (a) If a newborn infant receiving services from the |
10 | | University of Illinois Hospital experiences apnea of infancy, |
11 | | apnea of prematurity, or an apparent life-threatening event, |
12 | | then the University of Illinois Hospital shall: |
13 | | (1) train the newborn infant's parents or guardians on |
14 | | the procedures for cardiopulmonary resuscitation for |
15 | | infants; and |
16 | | (2) ensure that the newborn infant's parents or |
17 | | guardians are provided with a prescription for a home |
18 | | cardiorespiratory monitor. |
19 | | (b) For the purposes of this Section: |
20 | | "Apnea of infancy" means an unexplained episode of |
21 | | cessation of breathing for 20 seconds or longer, or a shorter |
22 | | respiratory pause associated with bradycardia, cyanosis, |
23 | | pallor, or marked hypotonia. |
