2 | Be it enacted by the People of the State of Illinois,
| ||||||||||||||||||||||||||
3 | represented in the General Assembly:

4 | Section 5. The University of Illinois Act is amended by | ||||||||||||||||||||||||||
5 | changing Section 9 as follows:
| ||||||||||||||||||||||||||
6 | (110 ILCS 305/9) (from Ch. 144, par. 30)
| ||||||||||||||||||||||||||
7 | Sec. 9. Scholarships for children of veterans. | ||||||||||||||||||||||||||
8 | (a) Except as provided in subsection (b) of this Section, | ||||||||||||||||||||||||||
9 | for For each of the following
periods of hostilities, each | ||||||||||||||||||||||||||
10 | county shall be entitled, annually, to one
honorary scholarship | ||||||||||||||||||||||||||
11 | in the University, for the benefit of the children of
persons | ||||||||||||||||||||||||||
12 | who served in the armed forces of the United States, except | ||||||||||||||||||||||||||
13 | that the total number of scholarships annually granted to | ||||||||||||||||||||||||||
14 | recipients from each county may not exceed 3: any time between | ||||||||||||||||||||||||||
15 | September 16, 1940 and the
termination of World War II, any | ||||||||||||||||||||||||||
16 | time during the national emergency
between June 25, 1950 and | ||||||||||||||||||||||||||
17 | January 31, 1955, any time during the Viet
Nam conflict between | ||||||||||||||||||||||||||
18 | January 1, 1961 and May 7, 1975, any time during the siege of | ||||||||||||||||||||||||||
19 | Beirut and the Grenada Conflict between June 14, 1982 and | ||||||||||||||||||||||||||
20 | December 15, 1983, or any
time on or after August 2, 1990 and | ||||||||||||||||||||||||||
21 | until Congress or the President orders that
persons in service | ||||||||||||||||||||||||||
22 | are no longer eligible for
the Southwest Asia Service Medal, | ||||||||||||||||||||||||||
23 | Operation Enduring Freedom, and Operation Iraqi Freedom. |

1 | Preference for scholarships shall be
given to the children of | ||||||
2 | persons who are deceased or to the children of persons who have | ||||||
3 | a disability. Such scholarships shall be
granted to such pupils | ||||||
4 | as shall, upon public examination, conducted as
the board of | ||||||
5 | trustees of the University may determine, be decided to
have | ||||||
6 | attained the greatest proficiency in the branches of learning
| ||||||
7 | usually taught in the secondary schools, and who shall be of | ||||||
8 | good moral
character, and not less than 15 years of age. Such | ||||||
9 | pupils, so selected,
shall be entitled to receive, without | ||||||
10 | charge for tuition, instruction in
any or all departments of | ||||||
11 | the University for a term of at least 4
consecutive years. Such | ||||||
12 | pupils shall conform, in all respects, to the
rules and | ||||||
13 | regulations of the University, established for the government
| ||||||
14 | of the pupils in attendance.
| ||||||
15 | (b) Beginning with the 2017-2018 academic year, no | ||||||
16 | scholarships may be awarded under this Section. However, a | ||||||
17 | pupil awarded a scholarship under the terms of this Section as | ||||||
18 | they existed before the effective date of this amendatory Act | ||||||
19 | of the 100th General Assembly is entitled to that scholarship | ||||||
20 | for the remainder of its term. | ||||||

23 | Section 10. The Higher Education Student Assistance Act is | ||||||
24 | amended by adding Section 42 as follows: |

2 | Sec. 42. Scholarships for children of veterans. | ||||||
3 | (a) Beginning with the 2017-2018 academic year, for each of | ||||||
4 | the following periods of hostilities, each county shall be | ||||||
5 | entitled, annually, to one honorary scholarship in a public | ||||||
6 | institution of higher learning for the benefit of the children | ||||||
7 | of persons who served in the armed forces of the United States, | ||||||
8 | except that the total number of scholarships annually granted | ||||||
9 | to recipients from each county may not exceed 3: | ||||||
10 | (1) any time between September 16, 1940 and the | ||||||
11 | termination of World War II; | ||||||
12 | (2) any time during the national emergency between June | ||||||
13 | 25, 1950 and January 31, 1955; | ||||||
14 | (3) any time during the Viet Nam conflict between | ||||||
15 | January 1, 1961 and May 7, 1975; | ||||||
16 | (4) any time during the siege of Beirut and the Grenada | ||||||

24 | (b) Preference for scholarships under this Section shall be | ||||||
25 | given to the children of persons who are deceased as a result | ||||||
26 | of military service or to the children of persons who have a |

1 | service-connected disability. | ||||||
2 | (c) Scholarships under this Section shall be granted to | ||||||
3 | such pupils as shall, upon public examination, conducted as the | ||||||
4 | Commission may determine, be decided to have attained the | ||||||
5 | greatest proficiency in the branches of learning usually taught | ||||||
6 | in the secondary schools and who are of good moral character | ||||||
7 | and not less than 15 years of age. | ||||||
8 | (d) Pupils selected for scholarships under this Section are | ||||||
9 | entitled to receive instruction in any or all departments of a | ||||||
10 | public institution of higher learning without charge for | ||||||
11 | tuition for a term of at least 4 consecutive years. | ||||||
12 | Scholarships awarded under this Section shall not be charged | ||||||
13 | against any tuition waiver limitation established by the Board | ||||||
14 | of Higher Education. | ||||||
15 | (e) Pupils awarded scholarships under this Section shall | ||||||
16 | conform, in all respects, to the rules and regulations of the | ||||||
17 | public institution of higher learning established for the | ||||||
18 | government of the pupils in attendance. | ||||||
19 | (f) All applications for assistance under this Section must | ||||||
20 | be made to the Commission on forms that the Commission shall | ||||||
21 | provide. The Commission shall determine the form of application | ||||||
22 | and the information required to be set forth in the | ||||||
23 | application, and the Commission shall require qualified | ||||||
24 | applicants to submit with their applications any supporting | ||||||
25 | documents that the Commission deems necessary. Upon request, | ||||||
26 | the Department of Veterans' Affairs shall assist the Commission |

1 | in determining the eligibility of applicants for assistance | ||||||
2 | under this Section. | ||||||
3 | (g) The Commission shall administer the scholarship | ||||||
4 | program established by this Section and shall make all | ||||||
5 | necessary and proper rules not inconsistent with this Section | ||||||
6 | for its effective implementation. | ||||||
7 | Section 99. Effective date. This Act takes effect upon | ||||||
8 | becoming law.
