AMENDMENT TO HOUSE BILL 1479 




2    AMENDMENT NO. ______. Amend House Bill 1479 by replacing 
3everything after the enacting clause with the following:

 
4    "Section 5. If and only if House Bill 3904 of the 100th 
5General Assembly becomes law in the form it passed the General 
6Assembly on June 27, 2017, the Unified Code of Corrections is 
7amended  by changing Section 3-2-5.5 as follows:
 
8    (730 ILCS 5/3-2-5.5)
9    Sec. 3-2-5.5. Women's Division.
10    (a) As used in this Section:
11        "Gender-responsive" means taking into account gender 
12    specific differences that have been identified in 
13    women-centered research, including, but not limited to, 
14    socialization, psychological development, strengths, risk 
15    factors, pathways through systems, responses to treatment 
16    intervention, and other unique gender specific needs

1    facing justice-involved women. Gender responsive policies, 
2    practices, programs, and services shall be implemented in a 
3    manner that is considered relational, culturally 
4    competent, family-centered, holistic, strength-based, and 
5    trauma-informed.
6        "Trauma-informed practices"  means practices 
7    incorporating gender violence research and the impact of 
8    all forms of trauma in designing and implementing policies, 
9    practices, processes, programs, and services that involve 
10    understanding, recognizing, and responding to the effects 
11    of all types of trauma with emphasis on physical, 
12    psychological, and emotional safety.
13    (b) The Department shall create a permanent Women's 
14Division under the direct supervision of the Director. The 
15Women's Division shall have statewide authority and 
16operational oversight for all of the Department's women's 
17correctional centers and women's adult transition centers.
18    (c) The Director shall appoint by and with the advice and 
19consent of the Senate  a Chief Administrator for the Women's 
20Division who has received nationally recognized specialized 
21training in gender-responsive and trauma-informed practices. 
22The Chief Administrator shall be responsible for:
23        (1) management and supervision of all employees 
24    assigned to the Women's Division correctional centers and 
25    adult transition centers;
26        (2) development and implementation of evidenced-based,

1    gender-responsive, and trauma-informed practices that 
2    govern Women's Division operations and programs;
3        (3) development of the Women's Division training, 
4    orientation, and cycle curriculum, which shall be updated 
5    as needed to align with gender responsive and 
6    trauma-informed practices;
7        (4) training all staff assigned to the Women's Division 
8    correctional centers and adult transition centers on 
9    gender-responsive and trauma-informed practices;
10        (5) implementation of validated gender-responsive 
11    classification and placement instruments;
12        (6) implementation of a gender-responsive risk, 
13    assets, and needs assessment tool and case management 
14    system for the Women's Division; and
15        (7) collaborating with the Chief Administrator of 
16    Parole to ensure staff responsible for supervision of 
17    females under mandatory supervised release are 
18    appropriately trained in evidence-based practices in 
19    community supervision, gender-responsive practices, and 
20    trauma-informed practices.
