8 | | with over 500,000 members; |
9 | | (6) one member appointed by the Governor to represent |
10 | | auto workers' unions; |
11 | | (7) one member appointed by the Governor to represent |
12 | | machinist workers' unions; |
13 | | (8) one member appointed by the Governor to represent |
14 | | garment workers' unions; |
15 | | (9) one member appointed by the Governor to represent |
16 | | statewide business groups representing American |
17 | | manufacturers; |
18 | | (10) one member appointed by the Governor to represent |
19 | | the auto industry manufacturing sector; |
20 | | (11) one member appointed by the Governor to represent |
21 | | the interests of construction equipment and farm implement |
22 | | manufacturing; and |
23 | | (12) one member appointed by the Governor to represent |
24 | | the interests of the American garment industry. |
25 | | (c) In addition to the members listed in subsection (b), |
26 | | each of the following, or their designee, shall serve as an |

1 | | ex-officio non-voting member of the Commission: the Director of |
2 | | Central Management Services, the Director of Labor, the |
3 | | Director of Commerce and Economic Opportunity, the Executive |
4 | | Director of the Board of Higher Education, the Secretary of |
5 | | Transportation, and the Director of Natural Resources. |
6 | | (d) Appointed members shall serve a term of 4 years. The |
7 | | initial terms for members of the Commission shall commence |
8 | | within 60 days after the effective date of this amendatory Act |
9 | | of the 100th General Assembly. |
10 | | (e) The members of the Commission shall serve without |
11 | | compensation, but shall be reimbursed for their reasonable and |
12 | | necessary expenses, including travel expenses, from |
13 | | appropriations to the Department of Central Management |
14 | | Services available for that purpose and subject to the rules of |
15 | | the appropriate travel control board. |
16 | | (f) Except ex-officio members, the members of the |
17 | | Commission shall be considered members with voting rights. A |
18 | | quorum of the Commission members shall consist of a majority of |
19 | | the members of the Commission. All actions and recommendations |
20 | | of the Commission must be approved by a majority vote of the |
21 | | members. |
22 | | (g) Vacancies occurring among the members shall be filled |
23 | | in the same manner as the original appointment for the |
24 | | remainder of the unexpired term. Members are eligible for |
25 | | reappointment. |
26 | | (h) The Commission shall file a report by December 31 of |

1 | | each year with the Department of Central Management Services. |
2 | | This report shall be posted on the Internet website of the |
3 | | Department of Central Management Services. |
4 | | (i) It is the intent of the General Assembly that the |
5 | | Commission created under this amendatory Act of the 100th |
6 | | General Assembly serve as a continuation of the Support Your |
7 | | Neighbor Commission created under Public Act 98-1031, as if |
8 | | Section 405-525 of the Department of Central Management |
9 | | Services Law of the Civil Administrative Code of Illinois had |
10 | | not been repealed, and that all actions taken in reliance on |
11 | | the continuation in effect of Section 405-525 after December |
12 | | 31, 2017 and before the effective date of this amendatory Act |
13 | | of the 100th General Assembly are hereby ratified as if Section |
14 | | 405-525 were continuously in effect. |
15 | | The members of the Support Your Neighbor Commission created |
16 | | under Public Act 98-1031 serving on December 31, 2017 shall |
17 | | continue in office as the members of the Commission created |
18 | | under this amendatory Act of the 100th General Assembly, until |
19 | | their successors are appointed and qualified. |
20 | | (j) This Section is repealed on January 1, 2021.

21 | | Section 99. Effective date. This Act takes effect upon |
22 | | becoming law.".
