2 | Be it enacted by the People of the State of Illinois,
| |||||||||||||||||||||||
3 | represented in the General Assembly:

4 | Section 5. The School Code is amended by changing Section | |||||||||||||||||||||||
5 | 14-1.09a and by adding Sections 10-20.60 and 34-18.53 as | |||||||||||||||||||||||
6 | follows: | |||||||||||||||||||||||
7 | (105 ILCS 5/10-20.60 new) | |||||||||||||||||||||||
8 | Sec. 10-20.60. School social worker. A school board may | |||||||||||||||||||||||
9 | employ school social workers who have graduated with a master's | |||||||||||||||||||||||
10 | or higher degree in social work from an accredited graduate | |||||||||||||||||||||||
11 | school of social work and have such additional qualifications | |||||||||||||||||||||||
12 | as may be required by the State Board of Education and who hold | |||||||||||||||||||||||
13 | a Professional Educator License with a school support personnel | |||||||||||||||||||||||
14 | endorsement for school social work pursuant to Section 21B-25 | |||||||||||||||||||||||
15 | of this Code. Only persons so licensed and endorsed may use the | |||||||||||||||||||||||
16 | title "school social worker" and may offer school social work | |||||||||||||||||||||||
17 | services. A school social worker may provide individual and | |||||||||||||||||||||||
18 | group services to the general student population and to | |||||||||||||||||||||||
19 | students with disabilities pursuant to Article 14 of this Code | |||||||||||||||||||||||
20 | and rules set forth in 23 Ill. Adm. Code 226, Special | |||||||||||||||||||||||
21 | Education, adopted by the State Board of Education and may | |||||||||||||||||||||||
22 | provide support and consultation to administrators, teachers, | |||||||||||||||||||||||
23 | and other school personnel consistent with their professional |

2 | applicable laws. School districts may employ a sufficient | ||||||
3 | number of school social workers to address the needs of their | ||||||
4 | students and schools and may maintain the nationally | ||||||
5 | recommended student-to-school social worker ratio of 250 to 1. | ||||||
6 | A school social worker may not provide such services outside | ||||||
7 | his or her employment to any student in the district or | ||||||
8 | districts that employ the school social worker.

forth in 23 Ill. Adm. Code 226, Special | ||||||
24 | Education, pertaining to children
between the ages of 3 to 21, | ||||||
25 | promulgated by the State Board of Education , governing the |

1 | provision of special education and related services to children | ||||||
2 | with disabilities and requirements for the treatment of | ||||||
3 | children with disabilities between the ages of 3 and 21 .
School | ||||||
4 | social workers may make evaluations, recommendations or
| ||||||
5 | interventions regarding the placement of children in | ||||||
6 | educational programs
or special education classes. However, a | ||||||
7 | school social worker shall not
provide such services outside | ||||||
8 | his or her employment to any student in the
district or | ||||||
9 | districts which employ such school social worker.

12 | becoming law.
