Amends the Secretary of State Act. Provides that the Secretary of State is authorized to solicit and accept sponsorship for publications printed and distributed by the Secretary's office. Provides that the Secretary shall not solicit or accept applications or enter into a sponsorship agreement with certain specified persons or entities. Establishes requirements and procedures for sponsorship of publications. Requires that all funds received by the Secretary for sponsorship of publications shall be deposited into the Secretary of State's Grant Fund. Provides that the Secretary shall adopt rules under the Illinois Administrative Procedure Act as necessary for the implementation of publication sponsorship. Effective immediately.

2 | | Be it enacted by the People of the State of Illinois,
|
3 | | represented in the General Assembly:
|
4 | | Section 5. The Secretary of State Act is amended by adding |
5 | | Section 25 as follows: |
6 | | (15 ILCS 305/25 new) |
7 | | Sec. 25. Publication sponsorship. The Secretary of State is |
8 | | authorized to solicit and accept sponsorship for publications |
9 | | printed and distributed by the Secretary's office. A sponsor |
10 | | shall pay a fee for the privilege of having a name or logo |
11 | | printed on the publication. The Secretary shall select sponsors |
12 | | by an application process established by administrative rule. |
13 | | The Secretary shall not solicit or accept applications or enter |
14 | | into a sponsorship agreement with any of the following persons |
15 | | or entities: (1) any person or entity licensed or regulated by |
16 | | the Secretary, except a driver's license holder; (2) any person |
17 | | or entity manufacturing or distributing pharmaceuticals, |
18 | | medical marijuana, or alcohol; or (3) any person holding any |
19 | | elected office in this State, any candidate for any elected |
20 | | office in this State, any political committee registered with |
21 | | the Federal Elections Commission or State Board of Elections, |
22 | | or any entity that makes independent expenditures on behalf of |
23 | | a person holding elected office or a candidate for elected |
