| 1 | | AN ACT concerning local government.
|
| 2 | | Be it enacted by the People of the State of Illinois,
|
| 3 | | represented in the General Assembly:
|
| 4 | | Section 5. The Illinois Local Library Act is amended by |
| 5 | | changing Section 4-10 as follows:
|
| 6 | | (75 ILCS 5/4-10) (from Ch. 81, par. 4-10)
|
| 7 | | Sec. 4-10.
Within 60 days after the expiration of each |
| 8 | | fiscal year of the
city, incorporated town, village or |
| 9 | | township, the board of trustees shall
make a report of the |
| 10 | | condition of their trust on the last day of the fiscal
year, to |
| 11 | | the city council, board of trustees or board of town trustees, |
| 12 | | as
the case may be. This report shall be made in writing and |
| 13 | | shall be verified
under oath by the secretary, or some other |
| 14 | | responsible officer of the board
of trustees. It shall contain |
| 15 | | (1) an itemized statement of the various
sums of money received |
| 16 | | from the library fund and from other sources; (2) an
itemized |
| 17 | | statement of the objects and purposes for which those sums of
|
| 18 | | money have been expended; (3) a statement of the number of |
| 19 | | books and
periodicals available for use, and the number and |
| 20 | | character thereof
circulated; (4) a statement of the real and |
| 21 | | personal property acquired by
legacy, purchase, gift or |
| 22 | | otherwise; (5) a statement of the
character of any extensions |
| 23 | | of library service which have been undertaken;

| 1 | | statement of the financial requirements of the library for the
|
| 2 | | ensuing fiscal year for inclusion in the appropriation of the |
| 3 | | corporate
authority, and of the amount of money which, in the |
| 4 | | judgment of the board
of library trustees, it will be necessary |
| 5 | | to levy for library purposes in
the next annual tax levy |
| 6 | | ordinance; (7) a statement as to the amount of
accumulations |
| 7 | | and the reasons therefor; (8) a statement as to any
outstanding |
| 8 | | liabilities including those for bonds still outstanding or
|
| 9 | | amounts due for judgments, settlements, liability insurance, |
| 10 | | or for amounts
due under a certificate of the board; (9) any |
| 11 | | other statistics, information
and suggestions that may be of |
| 12 | | interest. A report shall also be filed, at
the same time, with |
| 13 | | the Illinois State Library. |
| 14 | | The board of trustees of a municipal library shall also |
| 15 | | submit to the city council, board of trustees or board of town |
| 16 | | trustees, along with the Illinois State Library, a statement of |
| 17 | | financial requirements of the library for the ensuing fiscal |
| 18 | | year for inclusion in the appropriation of the corporate |
| 19 | | authority, and of the amount of money which, in the judgment of |
| 20 | | the board of library trustees, will be necessary to levy for |
| 21 | | library purposes in the next annual tax levy ordinance. This |
| 22 | | statement shall be submitted no less than 60 days prior to when |
| 23 | | the tax levy must be certified under subsection (b) of Section |
| 24 | | 18-15 of the Property Tax Code. |
| 25 | | The board of trustees in a
township shall also submit its |
| 26 | | appropriation and levy determinations to the
Board of Township |
