| 2 | | Be it enacted by the People of the State of Illinois, |
| 3 | | represented in the General Assembly:

| 4 | | Section 5. The Counties Code is amended by adding Section |
| 5 | | 2-1003.5 as follows:
|
| 6 | | (55 ILCS 5/2-1003.5 new) |
| 7 | | Sec. 2-1003.5. Creation of standing committees by |
| 8 | | chairman; appointment of members. With the advice and consent |
| 9 | | of a majority of the county board, a county board chairman |
| 10 | | elected by the voters of the county shall: (1) create standing |
| 11 | | committees; and (2) appoint members and chairpersons to |
| 12 | | standing committees. This Section applies to counties having a |
| 13 | | population between 300,000 and 900,000.
