Synopsis As Introduced
Amends the Department of Human Services Act. Makes a technical change in a Section concerning the legislative purpose of the Act.

Replaces everything after the enacting clause. Creates the Task Force on Human Services Contracting Act. Establishes the Task Force on State Contracting with Private Nonprofit Human Service Providers to study State contracting with private nonprofit human service providers and to develop recommendations on how to improve the contracting relationship and partnership between State departments and agencies and private nonprofit human service providers so that they work effectively and efficiently to improve the well-being of Illinoisans. Requires the Task Force to perform the following duties: (1) review data provided by State departments and agencies that contract with private nonprofit human service providers regarding the effectiveness of the system of service provision; and (2) collect and review data regarding service system planning, contract negotiation processes, reimbursement rate methodologies, monitoring and business processes, and timely payment processes. Requires the Task Force to issue specific recommendations on procedures that will improve the court of claims process, as it relates to human service contracting, to make it operate more expeditiously and efficiently. Contains provisions concerning the composition of the Task Force, reporting requirements, and other matters. Effective immediately.

Senate Floor Amendment No. 2
Replaces everything after the enacting clause. Creates the Task Force on Human Services Contracting Act. Establishes the Task Force on State Contracting with Private Nonprofit Human Service Providers to study State contracting with private nonprofit human service providers and to develop recommendations on how to improve the contracting relationship and partnership between State departments and agencies and private nonprofit human service providers so that they work effectively and efficiently to improve the well-being of Illinoisans. Requires the Task Force to perform the following duties: (1) review data provided by State departments and agencies that contract with private nonprofit human service providers regarding the effectiveness of the system of service provision; and (2) collect and review data regarding service system planning, contract negotiation processes, reimbursement rate methodologies, monitoring and business processes, and timely payment processes. Provides that reports to the General Assembly shall be filed with the Clerk of the House of Representatives and the Secretary of the Senate in electronic form only, in the manner that the Clerk and the Secretary shall direct. Repeals the Act on January 1, 2021. Effective immediately.

Provides that the Department of Human Services (rather than the Office of the Auditor General) shall provide administrative support to the Task Force on State Contracting with Private Nonprofit Human Service Providers.
