30 ILCS 517/35 new

Synopsis As Introduced
Amends the Procurement of Domestic Products Act. Provides that all motor vehicles purchased or leased for one year or more by a State agency shall have a Vehicle Identification Number that begins with the number one, the number 2, the number 4, or the number 5. Effective July 1, 2017.

 Fiscal Note (Dept. of Central Management Services)
 The Department of Central Management Services is unable to project a fiscal impact associated with this proposed legislation due to the following factors: (1) The rapid change of the automobile industry - what manufacturers offer VIN numbers 1/2/4/5 may not be the same manufacturers that offer them tomorrow; (2) Whether master contracts with those manufacturers exist or vvould need to be bid out; (3) Each vehicle purchase is unique in that the type of vehicle that is needed - pickup truck versus a sedan vs. economy car; (4) The amount of vehicles purchased at any given time is dependent upon need a adequate cash flow, which is especially unpredictable.

 This legislation does not create a State mandate.

 Fiscal Note (Dept. of Transportation)
 A definite fiscal impact is not determinable at this time. The bill however, is likely to cause a significant cost increase when purchasing vehicles for the Department.
