Proposes, under Article V, Section 11 of the Illinois Constitution, to abolish: Blindness Prevention Eye Care Advisory Committee; Illinois Business Development Council; Childhood Cancer Research Board; Chronic Disease Nutrition and Outcomes Advisory Commission; Chronic Disease Prevention and Health Promotion Task Force; Clinical Laboratory and Blood Bank Advisory Board; Commercialization Grant-in-aid Council; Community Water Supply Testing Council; Construction Employment Initiative Advisory Board; Digital Divide Elimination Advisory Committee; Digital Divide Elimination Working Group; Illinois Disabilities Services Advisory Committee; Economic Data Task Force; Epilepsy Advisory Committee; Facilities Report Card Advisory Committee; Governor's Council on Health and Physical Fitness; Health Care Event Reporting Advisory Committee; Health Care Workplace Violence Prevention Task Force; Hearing Instrument Consumer Protection Board; Hepatitis Advisory Council; HIV/AIDS Response Review Panel; Illinois Board of Athletic Trainers; Informal Dispute Resolution Advisory Committee; Innovations in Long-Term Care Quality Demonstration Grants Commission; Internet Privacy Task Force; Interstate Sex Offender Task Force; Task Force on Inventorying Employment Restrictions; Advisory Board for the Maternal and Child Health Block Grant Programs; Mental Health Services Strategic Planning Task Force; Migrant Labor Camps Advisory Committee; Technical Advisory Committee on Poison Prevention Packaging; Radiation Protection Advisory Council; Illinois Regenerative Medicine Institute Oversight Committee; illinois Science and Technology Commission; Advisory Council on Spinal Cord and Head Injuries; State Healthcare Workforce Council; and Steel Development Board. Provides that, to the extent authorized by law and required to facilitate the termination of the administration of an abolished entity, the functions, duties, rights, responsibilities, and, to the extent they exist, books, records, and unexpended balances of appropriations or funds related to each abolished entity shall be transferred to the Department of Central Management Services or an appropriate agency designated by the Governor's Office. Terminates the terms of members appointed to the abolished entities. Contains provisions regarding: inconsistent laws; savings; other abolished entities; further action; prior executive orders; severability; filings; and other matters. Provides that, if neither house of the General Assembly disapproves the Executive Order, the Executive Order takes effect 60 days after its delivery to the General Assembly.
