Synopsis As Introduced Defines "agency fee" as money deducted from a State employee's pay voucher to be paid to a labor organization without the State employee's affirmative consent, including money deducted under a fair share agreement. Defines "agency fee agreement" as an agreement between a State agency and a labor organization that requires bargaining unit members to pay an agency fee, including a fair share agreement. Defines "State agency" as an office, department, agency, board, commission, or authority of the executive branch under the jurisdiction of the Governor. Directs State agency payroll systems to immediately cease withholding agency fees from pay vouchers. Prohibits State agencies from entering into agency fee agreements with labor organizations. Contains provisions regarding: savings; prior executive orders; severability; filings; and other matters. Effective immediately.
