Synopsis As Introduced
Proposes, under Article V, Section 11 of the Illinois Constitution, to: provide that all State employees and State agencies are subject to and bound by the State Officials and Employees Ethics Act and that the Act shall be supreme above all other laws of the State and shall prevail and control in the case of any conflict with other statutes, charters, ordinances, rules, regulations, executive orders or agreements, including collective bargaining agreements; create a Chief Compliance Office within the Office of the Governor to be led by a Chief Compliance Officer; provide that the Chief Compliance Officer shall provide policies, procedures, and training for employees, detect, report, and address allegations of misconduct, work with agency ethics officers in complying with applicable laws and regulations, and perform other dutie; provide that the Governor shall appoint, as a part of the Chief Compliance Office, a Chief Ethics Officer, who shall act as liaison and advisor to agency ethics officers, and a Chief Diversity Officer, who shall advise the Chief Compliance Officer and Chief Ethics Officer on sexual harassment allegations and investigations that involve issues of diversity; and set forth procedures to be followed by supervisory employees and agency ethics officers in sexual harassment investigations, reporting to the Chief Compliance Office, sexual harassment investigation training, and other reporting. Contains provisions regarding: other duties of specified officers; applicability; inconsistent laws; reports; savings; prior executive orders; severability; filings; and other matters. Provides that, if neither house of the General Assembly disapproves the Executive Order, the Executive Order takes effect 60 days after its delivery to the General Assembly.
