    AN ACT concerning education.
 
    Be it enacted by the People of the State of Illinois,
represented in the General Assembly:
 
    Section 5. The Public Community College Act is amended by
changing Section 2-1 as follows:
 
    (110 ILCS 805/2-1)  (from Ch. 122, par. 102-1)
    Sec. 2-1. There is created the Illinois Community College
Board hereinafter referred to as the "State Board". The State
Board shall consist of 12 members as follows: a nonvoting
student member selected by the recognized advisory committee of
students of the Illinois Community College Board, this student
to serve for a term of one year beginning on July 1 of each
year, except that the student member initially selected shall
serve a term beginning on the date of such selection and
expiring on the next succeeding June 30, and except that any
student member or former student member may be selected by the
recognized advisory committee of students of the State Board to
serve a second term as the nonvoting student member of the
State Board; and 11 members, one of whom shall be a senior
citizen age 60 or over, to be appointed by the Governor by and
with the advice and consent of the Senate. Beginning on July 1,
2005, one of the 11 members appointed by the Governor, by and
with the advice and consent of the Senate, must be a faculty
member at an Illinois public community college. Also beginning
on July 1, 2005, one of the 11 members appointed by the
Governor, by and with the advice and consent of the Senate,
must be a member of the board of trustees of a public community
college district. After the effective date of this amendatory
Act of the 97th General Assembly, one of the 11 members to be
appointed by the Governor, by and with the advice and consent
of the Senate, must be the president of a public community
college, the Chancellor of City Colleges of Chicago (Community
College District No. 508), or the Chief Executive Officer of
Illinois Eastern Community Colleges (Community College
District No. 529). The membership requirements set forth in
this Section apply only to the State Board and shall have no
effect on the membership of the board of trustees of a
community college district. The members first appointed under
this amendatory Act of 1984 shall serve for a term of 6 years.
After the expiration of the terms of the office of the members
first appointed to the State Board, their respective successors
shall hold office for a term of 6 years and until their
successors are qualified and seated. In the event of vacancies
on the State Board in offices appointed by the Governor
occurring during a recess of the Senate, the Governor shall
have the power to make temporary appointments until the next
meeting of the Senate, when the vacancy shall be filled by
nomination to be confirmed by the Senate.

    Section 99. Effective date. This Act takes effect upon
becoming law.
