    AN ACT concerning local government.
 
    Be it enacted by the People of the State of Illinois,
represented in the General Assembly:
 
    Section 5. The Department of State Police Law of the Civil
Administrative Code of Illinois is amended by changing Section
2605-90 as follows:

    Sec. 2605-90. Training; death and homicide investigations.
The Department shall provide training in death and homicide
investigation for State police officers. Only State police
officers who successfully complete the training may be assigned
as lead investigators in death and homicide investigations.
Satisfactory completion of the training shall be evidenced by a
certificate issued to the officer by the Department.
    The Director shall develop a process for waiver
applications for those officers whose prior training and
experience as homicide investigators may qualify them for a
waiver. The Director may issue a waiver at his or her
discretion, based solely on the prior training and experience
of an officer as a homicide investigator.

    Section 10. The Illinois Police Training Act is amended by
changing Section 10.11 as follows:

    Sec. 10.11. Training; death and homicide investigation.
The Illinois Law Enforcement Training and Standards Board shall
conduct or approve a training program in death and homicide
investigation for the training of law enforcement officers of
local government agencies. Only law enforcement officers who
successfully complete the training program may be assigned as
lead investigators in death and homicide investigations.
Satisfactory completion of the training program shall be
evidenced by a certificate issued to the law enforcement
officer by the Illinois Law Enforcement Training and Standards
Board.
    The Illinois Law Enforcement Training and Standards Board
shall develop a process for waiver applications sent by the
agency administrator for those officers whose prior training
and experience as homicide investigators may qualify them for a
waiver. The Board may issue a waiver at its discretion, based
solely on the prior training and experience of an officer as a
homicide investigator.

    Section 99. Effective date. This Act takes effect January
1, 2012.
