    AN ACT making appropriations.

    Be it enacted by the People of  the  State  of  Illinois,
represented in the General Assembly:

                          ARTICLE 1

    Section  1.  The  sum  of $500,000, or so much thereof as
may be necessary, is appropriated from  the  General  Revenue
Fund to the Illinois Medical District Commission for ordinary
and contingent expenses.

    Section  2.  The sum of $3,000,000, or so much thereof as
may  be  necessary,  is   appropriated   from   the   Capital
Development  Fund to the Illinois Medical District Commission
for   acquisition   of   property,   demolition   and    site
improvements,  and  related  costs  within the Medical Center
District,  City  of  Chicago  for  Phase   IV   of   District
Development Initiative.

    Section  3.  The sum of $1,060,629, or so much thereof as
may be necessary and  remains  unexpended  at  the  close  of
business on June 30, 2003 from appropriations heretofore made
in  Article  82,  Sections  4  and 5 of Public Act 92-538, is
reappropriated from  the  Capital  Development  Fund  to  the
Illinois  Medical  District  Commission  for  acquisition  of
property, demolition and site improvements, and related costs
within the Medical Center District, City of Chicago for Phase
III and IV of District Development Initiative.

    Section   4.  No   contract  shall  be  entered  into  or
obligation incurred for any expenditures from  appropriations
in  Sections  2  and 3 of this Article until the purposes and
amounts have been approved in writing by the Governor.
    Section 99.  Effective date.  This Act  takes  effect  on
July 1, 2003.
