    Sec. 4-102. (A) In approving applications for grants under this Act, the Secretary shall give priority to applicants who:
        (1) serve an area where there is a high incidence of adolescent and problem pregnancy;
        (2) show evidence of having the ability to bring together a wide range of needed
    
services in comprehensive single-site projects, or to establish a well integrated network of outreach to, and services for, problem pregnancies;
        (3) will utilize, as a base, existing programs and facilities, such as neighborhood and
    
primary health care centers, children and youth centers, maternal and infant health centers, school educational programs, mental health programs, nutrition programs, recreation programs, and other ongoing problem pregnancy-related services;
        (4) make use, to the maximum extent feasible, of other federal, state and local funds,
    
programs, contributions, and other third party reimbursements;
        (5) can demonstrate a community commitment to the program by making available to the
    
project nonfederal funds, personnel, and facilities;
        (6) have involved the community to be served, including public and private agencies, in
    
the planning and implementation of the project.
    (B) The amount of a grant under this Act shall be determined by the Secretary, based on factors such as the incidence of problem pregnancy in the geographic area to be served, and the adequacy of problem pregnancy-related services in the area to be served.
        (1) The grant may cover not to exceed 70 per centum of the costs of a project assisted
    
under this Act for the first and second years of the project. Subject to paragraph (2), in each year succeeding the second year of the project the amount of the State grant under this Act shall decrease by no less than ten percent of the amount of the State grant under this Act in the preceding year.
        (2) The Secretary may waive the limitation specified in the preceding paragraph in any
    
year in accordance with criteria to be specified in regulations.
