    Sec. 7.11. Annual report on diversity.
    (a) Each licensee that receives a license under Sections 7, 7.1, and 7.7 shall execute and file a report with the Board no later than December 31 of each year that shall contain, but not be limited to, the following information:
        (i) a good faith affirmative action plan to recruit, train, and upgrade minority
    
persons, women, and persons with a disability in all employment classifications;
        (ii) the total dollar amount of contracts that were awarded to businesses owned by
    
minority persons, women, and persons with a disability;
        (iii) the total number of businesses owned by minority persons, women, and persons with
    
a disability that were utilized by the licensee;
        (iv) the utilization of businesses owned by minority persons, women, and persons with
    
disabilities during the preceding year; and
        (v) the outreach efforts used by the licensee to attract investors and businesses
    
consisting of minority persons, women, and persons with a disability.
    (b) The Board shall forward a copy of each licensee's annual reports to the General Assembly no later than February 1 of each year. The reports to the General Assembly shall be filed with the Clerk of the House of Representatives and the Secretary of the Senate in electronic form only, in the manner that the Clerk and the Secretary shall direct.
