Sec. 26. Rules and regulations. The Department and
Board shall adopt
all
necessary and reasonable rules and regulations for the effective administration
and enforcement of the provisions of this Act; and without limiting the
foregoing the
Board shall adopt and prescribe rules and regulations for a fair
and wholly impartial method of determining the qualifications of applicants for
examination and for a fair and wholly impartial method of examination of
persons under this Act and may establish rules for subjects conditioned and
for the transfer of credits from other jurisdictions with respect to subjects
passed.
