Title: An Act to authorize the Board of Governors of State Colleges and Universities to acquire, own, operate and maintain projects as herein defined, to issue its bonds therefor, to refund its bonds heretofore and hereafter issued, and to provide for the payment and security of all bonds issued hereunder; and to define the powers and duties of said Board in reference thereto.
