Sec. 3.
The Institute for Juvenile Research and the Institute for the
Study of Developmental Disabilities may:
(a) Assist public and private mental health hospitals and institutions
in Illinois through education, training, counseling, and evaluation services.
(b) Offer programs of education, including short courses of instruction.
(c) Develop and distribute instructional and evaluation materials on
topics which are within the scope of their research programs.
(d) Develop and offer other programs and services consistent with the
general purposes of the Institutes.
