(105 ILCS 70/40)
Sec. 40. State coordination. (a) Each member state of the Interstate Commission on Educational Opportunity for Military Children shall, through the creation of a State Council or
use of an existing body or board, provide for the coordination among its
agencies of government, local education agencies, and military
installations concerning the State's participation in and compliance
with the compact and Interstate Commission activities. The State Council shall be comprised of (i) the State Superintendent of Education or the State Superintendent's designee and (ii) the following individuals, who shall be appointed by the Governor for State Council membership: (1) one member of the General Assembly, recommended by the Speaker of the House of |

(2) one member of the General Assembly, recommended by the Minority Leader of the House
|
|
(3) one member of the General Assembly, recommended by the President of the Senate;
(4) one member of the General Assembly, recommended by Minority Leader of the Senate;
(5) a representative from a school district associated with U.S. Army Garrison - Rock

| Island Arsenal having the highest percentage of students who are children of active duty military personnel;
|
|
(6) a representative from a school district associated with Scott Air Force Base having
|
| the highest percentage of students who are children of active duty military personnel;
|
|
(7) a representative from a school district associated with Naval Station Great Lakes
|
| having the highest percentage of students who are children of active duty military personnel; and
|
|
(8) a representative recommended by each active-duty military installation commander in
|
|
Members appointed to the State Council must reflect, as much as possible, the racial, ethnic, and geographic diversity of this State.
(b) The compact commissioner responsible for the administration and
management of the State's participation in the compact shall be
appointed by the Governor from the membership of the State Council.
