(105 ILCS 5/2-3.62a)
    Sec. 2-3.62a. Regional services. The State Board of Education is granted the power to provide the following regional services, either through a regional administrative technology center or otherwise:
        (1) Coordinate the delivery of educational resources and support services statewide,
    
including assistance in complying with State and federal law.
        (2) Issue annual report cards, in conjunction with school report cards under Section
    
10-17a of this Code and in cooperation with school districts, for regional offices of education, grading without limitation all of the following:
            (A) The efficiency and effectiveness of school districts served resulting from
        
technical assistance and program support.
            (B) The regional delivery of quality services.
            (C) School district satisfaction.
            (D) Delivery of support services that enhance student performance.
        (3) Direct services provided to assist schools designated as not meeting Illinois
    
learning and federal student performance standards.
        (4) Support programs and services to close the achievement gap.
        (5) Assist school districts in pooling administrative or other services and facilitate
    
cooperation among school districts that may be able to achieve economies of scale through shared services. The State Board of Education may exercise this power in cooperation with regional superintendents of schools. The State Board shall not have the power to require a school district to enter into a shared service agreement.
