Sec. 2.
There is created the Municipal Clerk Training Institute Committee
composed of 5 municipal clerks or deputy clerks, appointed by
the Governor as provided herein, and one ex-officio member designated by the governing board of any public college or university in this State at the request of the Executive Board of the Municipal Clerks of Illinois
as a representative of public colleges and universities in
this State. Each member appointed by the Governor after the effective
date of this amendatory Act of 1987 shall be a certified municipal clerk
recommended by the Executive Board of the Municipal Clerks of Illinois and
serving as a municipal clerk at the time he or she is so recommended and
appointed. Each successor of any member appointed to the Committee as a
municipal clerk or deputy clerk shall be appointed to serve for a 4 year term expiring on
the third Monday in January, or until his or her successor is appointed and
qualified. Any vacancy occurring in the office of a Committee member
appointed by the Governor, whether by death, resignation or otherwise,
shall be filled by appointment by the Governor from a recommendation or
recommendations made by the Executive Board of the Municipal Clerks of
Illinois, in the same manner as original appointments. A member appointed
to fill a vacancy shall serve for the remainder of the unexpired term or
until his or her successor is appointed and qualified. In the event the
Governor refuses to appoint a municipal clerk or deputy clerk recommended by
the Executive Board of the Municipal Clerks of Illinois to either a full
term or, in cases of a vacancy, to the remainder of an unexpired term on
the Committee, such Executive Board shall promptly recommend one or more
additional qualified persons to the Governor for such appointment. The term of the ex-officio member may be designated by the governing board of any public college or university in this State at the request of the Executive Board of the Municipal Clerks of Illinois. The
ex-officio member representing the public
colleges and universities shall serve in an advisory capacity to the
members appointed by the Governor, and such ex-officio member shall
serve at the pleasure of the governing board designating them to membership
on the Committee. Members of the Committee shall serve without compensation.
