(30 ILCS 740/1-2) (from Ch. 111 2/3, par. 661.01)
    Sec. 1-2. (1) The General Assembly finds:
        (a) that the predominant part of the State's population is located in its rapidly
    
expanding metropolitan and urban areas;
        (b) that the welfare and vitality of urban areas and the satisfactory movement of people
    
and goods within such areas are being jeopardized by the deterioration or inadequate provision of urban transportation facilities and services and the intensification of traffic congestion; and
        (c) that State financial assistance for the development of efficient and coordinated
    
mass transportation systems is essential to the solution of these urban problems.
    (2) The purposes of this Act are:
        (a) to assist in the development of improved mass transportation systems; and
        (b) to provide assistance to participants in financing such systems as provided in
    
Section 7 of Article XIII of the Constitution.
