Sec. 1-2.
(1) The General Assembly finds:
(a) that the predominant part of the State's population is located in its rapidly |
| expanding metropolitan and urban areas;
|
|
(b) that the welfare and vitality of urban areas and the satisfactory movement of people
|
| and goods within such areas are being jeopardized by the deterioration or inadequate provision of urban transportation facilities and services and the intensification of traffic congestion; and
|
|
(c) that State financial assistance for the development of efficient and coordinated
|
| mass transportation systems is essential to the solution of these urban problems.
|
|
(2) The purposes of this Act are:
(a) to assist in the development of improved mass transportation systems; and
(b) to provide assistance to participants in financing such systems as provided in
|
| Section 7 of Article XIII of the Constitution.
