    Sec. 10. Social Security Number Protection Task Force.
    (a) The Social Security Number Protection Task Force is created within the Office of the Attorney General. The Attorney General is responsible for administering the activities of the Task Force. The Task Force shall consist of the following members:
        (1) Two members representing the House of Representatives, appointed by the Speaker of
    
the House of Representatives;
        (2) Two members representing the House of Representatives, appointed by the Minority
    
Leader of the House of Representatives;
        (3) Two members representing the Senate, appointed by the President of the Senate;
        (4) Two members representing the Senate, appointed by the Minority Leader of the Senate;
        (5) One member, who shall serve as the chairperson of the Task Force, representing the
    
Office of the Attorney General, appointed by the Attorney General;
        (6) One member representing the Office of the Secretary of State, appointed by the
    
Secretary of State;
        (7) One member representing the Office of the Governor, appointed by the Governor;
        (8) One member representing the Department of Natural Resources, appointed by the
    
Director of Natural Resources;
        (9) One member representing the Department of Healthcare and Family Services, appointed
    
by the Director of Healthcare and Family Services;
        (10) One member representing the Department of Revenue, appointed by the Director of
    
Revenue;
        (11) One member representing the Illinois State Police, appointed by the Director of the
    
Illinois State Police;
        (12) One member representing the Department of Employment Security, appointed by the
    
Director of Employment Security;
        (13) One member representing the Illinois Courts, appointed by the Director of the
    
Administrative Office of the Illinois Courts;
        (14) One member representing the Department on Aging, appointed by the Director of the
    
Department on Aging;
        (15) One member appointed by the Director of Central Management Services;
        (16) One member appointed by the Executive Director of the Board of Higher Education;
        (17) One member appointed by the Secretary of Human Services;
        (18) Three members appointed by the chairperson of the Task Force, representing
    
local-governmental organizations, who may include representatives of clerks of the circuit court, recorders of deeds, counties, and municipalities;
        (19) One member representing the Office of the State Comptroller, appointed by the
    
Comptroller; and
        (20) One member representing school administrators, appointed by the State
    
Superintendent of Education.
    (b) The Task Force shall examine the procedures used by the State to protect an individual against the unauthorized disclosure of his or her social security number when the State requires the individual to provide his or her social security number to an officer or agency of the State.
    (c) The Task Force shall report its findings and recommendations, including its recommendations concerning a unique identification number system under Section 15, to the Governor, the Attorney General, the Secretary of State, and the General Assembly no later than December 31 of each year.
