Sec. 5. Legislative findings; purpose. The State government is one of the largest consumers of energy in the State. As a result, the General Assembly finds that: (1) a 10% reduction in energy use by all State agencies would result in a decreased |
| demand on the citizens of the State;

|
(2) the use of energy for electricity, heating, and cooling of State buildings and
|
| transportation in State vehicles has a significant impact on public health and the environment; and
|
|
(3) State agencies should set a strong example in energy efficiency, water conservation,
|
| recycling, and waste reduction to demonstrate cost-effective solutions to citizens, businesses, and other government jurisdictions.
