(20 ILCS 20/5)
    Sec. 5. Legislative findings; purpose. The State government is one of the largest consumers of energy in the State. As a result, the General Assembly finds that:
        (1) a 10% reduction in energy use by all State agencies would result in a decreased
    
demand on the citizens of the State;
        (2) the use of energy for electricity, heating, and cooling of State buildings and
    
transportation in State vehicles has a significant impact on public health and the environment; and
        (3) State agencies should set a strong example in energy efficiency, water conservation,
    
recycling, and waste reduction to demonstrate cost-effective solutions to citizens, businesses, and other government jurisdictions.
