| 3 | | HUNDRED FOURTH GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that |
| 4 | | the Rules of the House of Representatives of the 104th General |
| 5 | | Assembly are amended by changing Rule 59 as follows: |
| 6 | | (House Rule 59) |
| 7 | | 59. Previous Question. |
| 8 | | (a) A motion for the previous question may be made at any |
| 9 | | time, except that a member may not move the previous question |
| 10 | | while participating in debate pursuant to Rule 52. A motion |
| 11 | | for the previous question is not debatable and requires either |
| 12 | | the unanimous consent of the members present or the |
| 13 | | affirmative vote of 60 members elected. A record vote must be |
| 14 | | taken on the motion if unanimous consent has been denied. This |
| 15 | | subsection may not be suspended. |
| 16 | | (b) The previous question shall be stated in the following |
| 17 | | form: "Shall the main question be put?" Until the previous |
| 18 | | question is decided, all amendments and debate are precluded. |
| 19 | | When it is decided that the main question shall not be put, the |
| 20 | | main question remains under debate. |
| 21 | | (c) The effect of the main question being ordered is to put |
| 22 | | an end to all debate and bring the House to a direct vote on |
| 23 | | the immediately pending motion. After a motion for the |
