    AN ACT concerning education.
  
 
    Be it enacted by the People of the State of Illinois,
 
represented in the General Assembly:
  


 
 
    Section 5. The Public Community College Act is amended  by 
adding Section 3-29.11 as follows:
 
    (110 ILCS 805/3-29.11 new)
    Sec. 3-29.11. Southwestern Illinois College dual credit 
program. Notwithstanding any provisions of this Act to the 
contrary, East St. Louis School District 189 is encouraged to 
allow students in grades 11 and 12 to take classes at 
Southwestern Illinois College for dual credit at no cost to the
