| 4 | HUNDRED FOURTH GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, THE | |||||||||||||||||||||
| 5 | SENATE CONCURRING HEREIN, that there shall be submitted to the | |||||||||||||||||||||
| 6 | electors of the State for adoption or rejection at the general | |||||||||||||||||||||
| 7 | election next occurring at least 6 months after the adoption | |||||||||||||||||||||
| 8 | of this resolution a proposition to amend the Illinois | |||||||||||||||||||||
| 9 | Constitution by adding Section 2.5 to Article IV and by | |||||||||||||||||||||
| 10 | changing Section 2 of Article 5 as follows: | |||||||||||||||||||||
| 11 | ARTICLE IV | |||||||||||||||||||||
| 12 | THE LEGISLATURE | |||||||||||||||||||||

| 14 | SECTION 2.5. TERM LIMITS | |||||||||||||||||||||
| 15 | A person may not hold the office of State Senator or State | |||||||||||||||||||||
| 16 | Representative or a combination of those offices for more than | |||||||||||||||||||||
| 17 | 20 years; provided that service before the second Wednesday in | |||||||||||||||||||||
| 18 | January of 2023 shall not be considered in the calculation of a | |||||||||||||||||||||

| 2 | SECTION 2. TERMS | ||||||
| 3 | (a) These elected officers of the Executive Branch shall | ||||||
| 4 | hold office for four years beginning on the second Monday of | ||||||
| 5 | January after their election and, except in the case of the | ||||||
| 6 | Lieutenant Governor, until their successors are qualified. | ||||||
| 7 | They shall be elected at the general election in 1978 and every | ||||||
| 8 | four years thereafter. | ||||||
| 9 | (b) A person may not serve more than 2 consecutive terms of | ||||||
| 10 | office within the same Executive Branch office. A person who | ||||||
| 11 | has served 2 consecutive terms within the same Executive | ||||||
| 12 | Branch office may not serve another term of office in that | ||||||
| 13 | office until 8 years after the conclusion of the person's | ||||||
| 14 | second consecutive term. | ||||||
| 15 | A person is considered to serve a term of office for the | ||||||
| 16 | purpose of this subsection if the person is elected or | ||||||
| 17 | appointed to serve any portion of the term. | ||||||

| 19 | SCHEDULE | ||||||
| 20 | This Constitutional Amendment takes effect upon being | ||||||
| 21 | declared adopted in accordance with Section 7 of the Illinois | ||||||
| 22 | Constitutional Amendment Act and applies to the election of | ||||||
| 23 | officers of the executive branch in 2026 and thereafter. | ||||||
