| 1 | HOUSE RESOLUTION | ||||||
| 2 | WHEREAS, The members of the Illinois House of | ||||||
| 3 | Representatives are saddened to learn of the death of Samuel | ||||||
| 4 | W. "Sam" Nolen of Springfield, who passed away on March 5, | ||||||
| 5 | 2025; and | ||||||
| 6 | WHEREAS, Sam Nolen was born in West Frankfort to Sam and | ||||||
| 7 | Daisy (Odle) Nolen on October 28, 1934; he married Valeria | ||||||
| 8 | Meyersick on June 23, 1963; and | ||||||
| 9 | WHEREAS, Sam Nolen's career began as a trooper in 1961 | ||||||
| 10 | when he graduated first in Cadet Class #28 from the Illinois | ||||||
| 11 | State Police Academy; he served in a number of positions, | ||||||
| 12 | including Director for the Office of Operations Support and | ||||||
| 13 | Planning (1975-1977), Assistant Deputy Director for the | ||||||
| 14 | Division of Forensic Services and Identification (1977-1978), | ||||||
| 15 | Deputy Director for the Division of Training (1978-1981), | ||||||
| 16 | Deputy Director for the Division of Forensic Services and | ||||||
| 17 | Identification (1981-1987), and as the First Deputy Director | ||||||
| 18 | (1987-1991); and | ||||||
| 19 | WHEREAS, Sam Nolen was appointed to serve as the Acting | ||||||
| 20 | Director of ISP during the transition of gubernatorial | ||||||
| 21 | administrations from Governor Thompson to Governor Edgar from | ||||||
| 22 | January to March of 1991; he received the call to serve again | ||||||

| |||||||
| 1 | when he was appointed by Governor George Ryan to serve as the | ||||||
| 2 | Director of ISP in January of 1999, a position in which he | ||||||
| 3 | served from 1999 until his retirement in 2003; he made a | ||||||
| 4 | lasting impact on District 14, the ISP, and with those he | ||||||
| 5 | served; and | ||||||
| 6 | WHEREAS, Sam Nolen enjoyed fishing, reading, and watching | ||||||
| 7 | the news; and | ||||||
| 8 | WHEREAS, Sam Nolen was preceded in death by his parents | ||||||
| 9 | and his wife, Valeria; and | ||||||
| 10 | WHEREAS, Sam Nolen is survived by his son, Brent (Kim) | ||||||
| 11 | Nolen; his grandchildren, Trent (Emily) Nolen and Amanda | ||||||
| 12 | (Brody) Snyder; his great-granddaughter, Nina Nolen; two | ||||||
| 13 | brothers; one sister; and several nieces and nephews; | ||||||
| 14 | therefore, be it | ||||||
| 15 | RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE ONE | ||||||
| 16 | HUNDRED FOURTH GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that | ||||||
| 17 | we mourn the passing of Samuel W. "Sam" Nolen and extend our | ||||||
| 18 | sincere condolences to his family, friends, and all who knew | ||||||
| 19 | and loved him; and be it further | ||||||
| 20 | RESOLVED, That a suitable copy of this resolution be | ||||||
| 21 | presented to the family of Sam Nolen as an expression of our | ||||||
