    AN ACT concerning local government.
 
    Be it enacted by the People of the State of Illinois,
represented in the General Assembly:
 
    Section 5. The Metropolitan Transit Authority Act is
amended by changing Section 23 as follows:
 
    (70 ILCS 3605/23)  (from Ch. 111 2/3, par. 323)
    Sec. 23. Regular meetings of the Board shall be held at
least once in each calendar month, the time and place of such
meetings to be fixed by the Board. Four members of the Board
shall constitute a quorum for the transaction of business. All
action of the Board shall be by ordinance or resolution and the
affirmative vote of at least four members shall be necessary
for the adoption of any ordinance or resolution. All such
ordinances and resolutions before taking effect shall be
approved by the chairman of the Board, and if he shall approve
thereof he shall sign the same, and such as he shall not
approve he shall return to the Board with his objections
thereto in writing at the next regular meeting of the Board
occurring after the passage thereof. But in case the chairman
shall fail to return any ordinance or resolution with his
objections thereto by the time aforesaid, he shall be deemed to
have approved the same and it shall take effect accordingly.
Upon the return of any ordinance or resolution by the chairman
with his objections, the vote by which the same was passed
shall be reconsidered by the Board, and if upon such
reconsideration said ordinance or resolution is passed by the
affirmative vote of at least five members, it shall go into
effect notwithstanding the veto of the chairman. All
ordinances, resolutions and all proceedings of the Authority
and all documents and records in its possession shall be public
records, and open to public inspection, except such documents
and records as shall be kept or prepared by the Board for use
in negotiations, action or proceedings to which the Authority
is a party.
    Open meetings of the Board shall be broadcast to the public
and maintained in real-time on the Board's website using a
high-speed Internet connection. Recordings of each meeting
broadcast shall be posted to the Board's website within a
reasonable time after the meeting and shall be maintained as
public records to the extent practicable, as determined by the
Board. Compliance with the provisions of this amendatory Act of
the 98th General Assembly does not relieve the Board of its
obligations under the Open Meetings Act.

    Section 10. The Regional Transportation Authority Act is
amended by changing Sections 3.05, 3A.07, and 3B.07 as follows:

    Sec. 3.05. Meetings. The Board shall prescribe the times
and places for meetings and the manner in which special
meetings may be called. The Board shall comply in all respects
with the "Open Meetings Act", approved July 11, 1957, as now or
hereafter amended. All records, documents and papers of the
Authority, other than those relating to matters concerning
which closed sessions of the Board may be held, shall be
available for public examination, subject to such reasonable
regulations as the Board may adopt.
    A majority of the Directors holding office shall constitute
a quorum for the conduct of business. Except as otherwise
provided in this Act, the affirmative votes of at least 9
Directors shall be necessary for approving any contract or
agreement, adopting any rule or regulation, and any other
action required by this Act to be taken by resolution or
ordinance.
    The Board shall meet with the Regional Citizens Advisory
Board at least once every 4 months.
    Open meetings of the Board shall be broadcast to the public
and maintained in real-time on the Board's website using a
high-speed Internet connection. Recordings of each meeting
broadcast shall be posted to the Board's website within a
reasonable time after the meeting and shall be maintained as
public records to the extent practicable, as determined by the
Board. Compliance with the provisions of this amendatory Act of
the 98th General Assembly does not relieve the Board of its
obligations under the Open Meetings Act.

    Sec. 3A.07. Meetings. The Suburban Bus Board shall
prescribe the time and places for meetings and the manner in
which special meetings may be called. The Suburban Bus Board
shall comply in all respects with the "Open Meetings Act", as
now or hereafter amended. All records, documents and papers of
the Suburban Bus Division, other than those relating to matters
concerning which closed sessions of the Suburban Bus Board may
be held, shall be available for public examination, subject to
such reasonable regulations as the Suburban Bus Board may
adopt.
    A majority of the members shall constitute a quorum for the
conduct of business. The affirmative votes of at least 7
members shall be necessary for any action required by this Act
to be taken by ordinance.
    Open meetings of the Board shall be broadcast to the public
and maintained in real-time on the Board's website using a
high-speed Internet connection. Recordings of each meeting
broadcast shall be posted to the Board's website within a
reasonable time after the meeting and shall be maintained as
public records to the extent practicable, as determined by the
Board. Compliance with the provisions of this amendatory Act of
the 98th General Assembly does not relieve the Board of its
obligations under the Open Meetings Act.

    Sec. 3B.07. Meetings. The Commuter Rail Board shall
prescribe the times and places for meetings and the manner in
which special meetings may be called. The Commuter Rail Board
shall comply in all respects with the "Open Meetings Act", as
now or hereafter amended. All records, documents and papers of
the Commuter Rail Division, other than those relating to
matters concerning which closed sessions of the Commuter Rail
Board may be held, shall be available for public examination,
subject to such reasonable regulations as the board may adopt.
    A majority of the members shall constitute a quorum for the
conduct of business. The affirmative votes of at least 6
members shall be necessary for any action required by this Act
to be taken by ordinance.
    Open meetings of the Board shall be broadcast to the public
and maintained in real-time on the Board's website using a
high-speed Internet connection. Recordings of each meeting
broadcast shall be posted to the Board's website within a
reasonable time after the meeting and shall be maintained as
public records to the extent practicable, as determined by the
Board. Compliance with the provisions of this amendatory Act of
the 98th General Assembly does not relieve the Board of its
obligations under the Open Meetings Act.
