        Amends certain Acts to re-enact  the  provisions  of  Public  Act      
   89-203   relating   to   crime.    (Public   Act   89-203   was   held      
   unconstitutional  in  People  v. Wooters, 188 Ill. 2d 500 (1999), as a      
   violation  of  the  single   subject   provision   of   the   Illinois      
   Constitution.)    Amends  the  Counties  Code  to  authorize  programs      
   relating to juvenile delinquency  and  validate  certain  actions  and      
   expenditures  under  those programs.  Amends the Illinois Vehicle Code      
   in relation to persons  guilty  of  driving  under  the  influence  of      
   alcohol  or  drugs.   Amends  the Criminal Code of 1961 in relation to      
   indecent solicitation and offenses against family members.  Amends the      
   Unified Code of Corrections in relation  to  restitution  and  certain      
   persons  who  murder  a  child  under  12  years  of  age.   Effective      
   immediately.
