BLACK-LYONS,EILEEN. 415 ILCS 5/39 from Ch. 111 1/2, par. 1039 Amends the Environmental Protection Act. Provides that, if the Environmental Protection Agency issues a permit to significantly modify an existing landfill or to allow blasting at a landfill or landfill site, the Agency must notify certain persons and entities who serve the area within a 10 mile radius of the landfill. Provides for public hearing on the permit. Provides that, before issuing a permit for modification of an existing incinerator or for operation of a new incinerator, the Agency shall hold a public hearing.
