   65 ILCS 5/11-42-11.2 new                                                    

        Amends the Illinois Municipal Code. Provides that a cable company      
   that has been granted a franchise by a municipality may  not  increase      
   rates  in  such  a  manner that the increase, when aggregated with all      
   other rate increases in the previous 24-month period, will exceed  the      
   increase in the consumer price index during the 24-month period or 7%,      
   whichever  is  less,  unless  approved by a referendum on the question      
   held in the municipality.  Provides that if a cable company  has  been      
   granted  a  franchise  by  a  municipality,  then any time the company      
   changes ownership or changes service, policy,  procedure,  or  channel      
   availability  the company must hold a public meeting.  Requires notice      
   of the change and the public meeting in the company's billing at least      
   2 months before the change is made.  Provides that the meeting must be      
   at a time and place agreed to by  the  corporate  authorities  of  the      
   municipality.   Provides  that the public must be given an opportunity      
   to comment on the change.  Applies only to municipalities in a  county      
   with a population of less than 100,000. Effective immediately.              
        HOUSE AMENDMENT NO. 1.                                                 
        Further amends the Illinois Municipal Code.   Deletes  provisions      
   requiring  a  cable  company  that  has  been granted a franchise by a      
   municipality to provide notice and hold  a  public  meeting  2  months      
   before  any  change  in  ownership  or  any change in service, policy,      
   procedure, or channel availability is made.
