        Amends the Toll Highway Act to require the  Illinois  State  Toll      
   Highway  Authority  to  present an annual report outlining its planned      
   revenues  and   expenditures   to   committees   of   the   House   of      
   Representatives  and the Senate designated by the Speaker of the House      
   and the President of the Senate, respectively.
