AMENDMENT TO SENATE BILL 1149

2    AMENDMENT NO. ______. Amend Senate Bill 1149, AS AMENDED,
3with reference to page and line numbers of Senate Amendment No.
41 as follows:
 
5on page 21, by inserting the following after line 10:
6        "(6) Manufacturing and information technology
7    technical services business projects. In exchange for the
8    consideration provided by the new tax revenues and other
9    economic stimuli that will be generated by the new jobs
10    created by the program, a qualified manufacturing and
11    information technology technical services company engaged
12    in the provision of technical services to manufacturing and
13    information technology companies at multiple sites located
14    within this State may retain from the amounts required to
15    be withheld and remitted under Article 7 of the Illinois
16    Income Tax Act an amount equal to the withholding tax, as
17    calculated under item (33) of Section 5, attributable to

1    the new jobs created by the expansion of service. Those
2    amounts may be retained (i) for a period of 3 years from
3    the date the required number of new jobs were created if
4    the average wage of the new payroll equals or exceeds the
5    state average wage or (ii) for a period of 5 years from the
6    date the required number of new jobs were created if the
7    average wage of the new payroll equals or exceeds $40,000
8    per new employee.
9        As used in this subsection, "manufacturing and
10    information technology technical services company" means a
11    qualified company maintaining and servicing production
12    equipment, and providing calibration, automation, and
13    related technical support to manufacturing companies,
14    including providing similar service on computer equipment,
15    networks, and software, that within 2 years of the date of
16    the approval creates a minimum of 100 new jobs in support
17    of manufacturing or information technology companies at
18    multiple locations anywhere in this State.".
