1 AMENDMENT TO SENATE BILL 89
2 AMENDMENT NO. . Amend Senate Bill 89 by replacing
3 everything after the enacting clause with the following:
4 "Section 5. The Board of Higher Education Act is amended
5 by changing Section 8 as follows:
6 (110 ILCS 205/8) (from Ch. 144, par. 188)
7 Sec. 8. Budget proposals. The Board of Trustees of the
8 University of Illinois, the Board of Trustees of Southern
9 Illinois University, the Board of Trustees of Chicago State
10 University, the Board of Trustees of Eastern Illinois
11 University, the Board of Trustees of Governors State
12 University, the Board of Trustees of Illinois State
13 University, the Board of Trustees of Northeastern Illinois
14 University, the Board of Trustees of Northern Illinois
15 University, the Board of Trustees of Western Illinois
16 University, and the Illinois Community College Board shall
17 submit to the Board not later than the 15th day of November
18 of each year its budget proposals for the operation and
19 capital needs of the institutions under its governance or
20 supervision for the ensuing fiscal year. Each budget proposal
21 shall conform to the procedures developed by the Board in the
22 design of an information system for State universities and

1 colleges.
2 In order to maintain a cohesive system of higher
3 education, the Board and its staff shall communicate on a
4 regular basis with all public university presidents. They
5 shall meet at least semiannually to achieve economies of
6 scale where possible and provide the most innovative and
7 efficient programs and services.
8 The Board, in the analysis of formulating the annual
9 budget request, shall consider rates of tuition and fees at
10 the state universities and colleges. The Board shall also
11 consider the current and projected utilization of the total
12 physical plant of each campus of a university or college in
13 approving the capital budget for any new building or
14 facility.
15 The Board of Higher Education shall submit to the
16 Governor, to the General Assembly, and to the appropriate
17 budget agencies of the Governor and General Assembly its
18 analysis and recommendations on such budget proposals.
19 Each state supported institution within the application
20 of this Act must submit its plan for capital improvements of
21 non-instructional facilities to the Board for approval before
22 final commitments are made. Non-instructional uses shall
23 include but not be limited to dormitories, union buildings,
24 field houses, stadium, other recreational facilities and
25 parking lots. The Board shall determine whether or not any
26 project submitted for approval is consistent with the master
27 plan for higher education and with instructional buildings
28 that are provided for therein. If the project is found by a
29 majority of the Board not to be consistent, such capital
30 improvement shall not be constructed.
