Synopsis As Introduced
Proposes, under Article V, Section 11 of the Illinois Constitution, to: transfer the functions of the Office of Energy and Recycling from the Department of Commerce and Economic Opportunity to the Environmental Protection Agency; transfer the functions of the Office of Coal Development from the Department of Commerce and Economic Opportunity to the Department of Natural Resources; and retain a portfolio of electric and natural gas efficiency programs in the Department of Commerce and Economic Opportunity. Contains provisions regarding: transition and transfer of functions; abolition of offices; inconsistent laws; reports; savings; prior executive orders; severability; and other matters. Provides that, if neither house of the General Assembly disapproves the Executive Order, the Executive Order takes effect 60 days after its delivery to the General Assembly.
