2 | WHEREAS, The members of the Illinois Senate are saddened to | ||||||
3 | learn of the death of Robert William "Bob" Lickiss, Sr. of | ||||||
4 | Marquette Heights, who passed away on May 6, 2014; and
| ||||||
5 | WHEREAS, Robert Lickiss, Sr. was born on September 1, 1924 | ||||||
6 | in Percy; his parents were William and Bernice (nee Tudor) | ||||||
7 | Lickiss; he married Colene Saak in 1946 in Chester; and
| ||||||
8 | WHEREAS, Robert Lickiss, Sr. graduated with honors from | ||||||
9 | Southern Illinois University in 1949 and earned his Master's | ||||||
10 | Degree in Political Science and International Relations from | ||||||
11 | the University of Chicago in 1950; and
| ||||||
12 | WHEREAS, Robert Lickiss, Sr. was an award-winning sales | ||||||
13 | representative for the topical law publisher, Commerce | ||||||
14 | Clearing House and CCH Computax, Inc., retiring in 1990 after | ||||||
15 | 30 years of service; after his retirement, he and his wife | ||||||
16 | became investors and travelled extensively; in his early work | ||||||
17 | years, he was a motion picture machine operator for his | ||||||
18 | family's movie theater in Percy and a Borden Dairy Plant | ||||||
19 | foreman in Peoria; and
| ||||||
20 | WHEREAS, Robert Lickiss, Sr. served his country with pride | ||||||
21 | as a member of the United States Army Air Forces during World |

1 | War II from 1943 to 1945 as a B-17 bombardier/navigator; as a | ||||||
2 | lieutenant, he flew missions over Germany, Italy, Austria, and | ||||||
3 | Yugoslavia and was one of the first members of military | ||||||
4 | aviation to be trained in the use of navigational radar; he | ||||||
5 | continued his military career in the Air Force Reserves as a | ||||||
6 | Lieutenant Colonel and Commander of the former Peoria Air | ||||||
7 | Reserve Squadron until his retirement in 1972; after retiring, | ||||||
8 | he remained an active member of the Reserve Officers | ||||||
9 | Association, serving on the Board of Directors and as Chapter | ||||||
10 | president in 2001; and | ||||||
11 | WHEREAS, Robert Lickiss, Sr. served his community as | ||||||
12 | chairman of the Marquette Heights Zoning Board from 1964 to | ||||||
13 | 1978 and served briefly on the Marquette Heights Fire | ||||||
14 | Department during a period of manpower shortage in the 1960s; | ||||||
15 | he was also involved in numerous community projects and | ||||||
16 | improvements; and
| ||||||
17 | WHEREAS, Robert Lickiss, Sr. was preceded in death by his | ||||||
18 | parents; his beloved step-father, David Cross; and a | ||||||
19 | granddaughter; and
| ||||||
20 | WHEREAS, Robert Lickiss, Sr. is survived by his wife, | ||||||
21 | Colene; 6 children, Pamela Lickiss, Dr. Karen (Scott) Weiss, | ||||||
22 | the Honorable Monica (Stuart) Marlow, Lt. Col. (ret.) Robert | ||||||
23 | (Mary) Lickiss, Jr., Jeff (Vickie) Lickiss, and Sandy (Michael) |

1 | Isom; 13 grandchildren; and 8 great-grandchildren; therefore, | ||||||
2 | be it

3 | RESOLVED, BY THE SENATE OF THE NINETY-EIGHTH GENERAL | ||||||
4 | ASSEMBLY OF THE STATE OF ILLINOIS, that we, along with his | ||||||
5 | family and friends, mourn the passing of Robert William "Bob" | ||||||
6 | Lickiss, Sr.; and be it further
| ||||||
7 | RESOLVED, That a suitable copy of this resolution be | ||||||
8 | presented to the family of Robert Lickiss, Sr. as an expression | ||||||
9 | of our sympathy.
