HOUSE RESOLUTION

 
2    WHEREAS, The members of the Illinois House of
3Representatives are pleased to recognize Mona B. Martin, the
4former Director of the House Republican Research and
5Appropriations staff and longtime Springfield business
6management consultant, on recently being inducted into the
7Samuel K. Gove Illinois Legislative Internship Hall of Fame;
8and
 
9    WHEREAS, The Samuel K. Gove Illinois Legislative
10Internship Hall of Fame honors former legislative interns whose
11careers have exemplified distinguished public service; and
 
12    WHEREAS, Mona Martin began her career in government through
13the Illinois Legislative Staff Internship Program in 1989,
14analyzing agency budgets; and
 
15    WHEREAS, After continuing with the House Republican Staff
16in 1990, Mona Martin became a substantive committee staff
17member, working with the members of her Caucus on what was then
18the House Revenue Committee; and
 
19    WHEREAS, Mona Martin was promoted by former House Minority
20Leader Lee A. Daniels, starting with the 1993 spring session,
21to be Director of Research for the House Republican staff; in

1this position, she performed, with enthusiasm and
2intelligence, in the supervision of staff analyses covering all
3of the substantive and budgetary challenges of the day; and
 
4    WHEREAS, Starting with the 1994 spring session, Mona Martin
5expanded her portfolio and became the Director of Research and
6Appropriations for her staff, thereby also supervising the
7staff work and analysis of Illinois' annual and supplemental
8budget bills; and
 
9    WHEREAS, In this capacity, in a typical year, Martin would
10supervise more than 25 analysts, interns, and office staff; and
 
11    WHEREAS, During this time, Mona Martin served as a mentor
12to dozens of legislative research staffers, not only training
13them in excellence, but also challenging and inspiring them
14with her own example; and
 
15    WHEREAS, After moving on to the executive branch of
16government in 1999, Mona Martin worked with her longtime friend
17and mentor Pam McDonough at what was then the Department of
18Commerce and Community Affairs, serving as Managing Director of
19Policy Development, Planning and Research, and working closely
20with members of all 4 caucuses of the General Assembly to
21coordinate a $12,000,000,000 program of State public sector
22investments in local infrastructure, the IllinoisFIRST

1program; and
 
2    WHEREAS, Mona Martin moved her service to Illinois to a new
3realm in 2003 by joining the private sector, owning and
4operating her own firm as a business management consultant, and
5guiding the State and its top officials and lawmakers through
6challenges created by the new family of public policy issues
7that characterized the 2000's, especially the growing field of
8crises and opportunities created by changes in global health
9care and pharmaceutical management; and
 
10    WHEREAS, Mona Martin is a true daughter of Illinois, having
11spent her youth in the rural town of Buckley, in the heart of
12the "Grande Prairie" agricultural district, the most
13productive farmland on earth; and
 
14    WHEREAS, As a lettered "Rocket" at Buckley-Loda High
15School, Mona Martin became the most decorated female track
16athlete in the history of the school, medaling 3 consecutive
17times in school years 1982-85 by throwing the shot put at the
18State's track meet; and
 
19    WHEREAS, Mona Martin continued her studies at the United
20States Air Force Academy in Colorado Springs, Colorado and
21North Central College in Naperville; and

1    WHEREAS, Those around Mona Martin are keenly aware of the
2support she has received throughout her career from her
3husband, David Joens, Ph.D., the current Director of the
4Illinois State Archives; together they are the proud parents of
5a son, Benjamin Joens; and
 
6    WHEREAS, Mona Martin and her family are enthusiastic
7travelers, bringing the heritage of Illinois to a variety of
8locations across Europe; their friends never know where they
9will be next; therefore, be it
 
10    RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE
11NINETY-EIGHTH GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that
12we congratulate Mona B. Martin on her induction into the Samuel
13K. Gove Illinois Legislative Internship Hall of Fame and thank
14her for her years of public service; and be it further
 
15    RESOLVED, That a suitable copy of this resolution be
16presented to Mona Martin and her family as a symbol of our
17respect and esteem.
