HOUSE JOINT RESOLUTION

 
2    WHEREAS, The Illinois Prescription Monitoring Program
3serves as a clinical tool to assist medical providers to better
4serve their patients while maximizing safety; the Program, in
5accordance with the enactment of Public Act 91-0576, began
6electronically collecting information on controlled substances
7dispensed in the State of Illinois on April 1, 2000; and
 
8    WHEREAS, The goal of the Illinois Prescription Monitoring
9Program is to assist prescribers and pharmacists in the
10effective treatment of patients seeking medical care, and the
11Illinois Prescription Monitoring Program website allows
12prescribers and pharmacists to view a current or prospective
13patient's prescription history; and
 
14    WHEREAS, The Illinois Prescription Monitoring Program has
15expanded its commitment to service and improved healthcare
16outcomes by helping prevent the misuse, abuse, and diversion of
17controlled substance medications; and
 
18    WHEREAS, The Illinois Prescription Monitoring Program is a
19component of and managed by the Illinois Department of Human
20Services and, through the services of the Illinois Prescription
21Monitoring Program, has improved the ability to serve
22healthcare providers in augmenting the effectiveness of

1patient care while similarly successfully helping to reduce
2healthcare costs and dramatically improve patient safety; and
 
3    WHEREAS, The access to the Illinois Prescription
4Monitoring Program website is available to physicians,
5pharmacists, dentists, veterinarians, physician assistants,
6and advanced practice nurses, as well as other prescribers and
7dispensers; and
 
8    WHEREAS, Last year, the Illinois Prescription Monitoring
9Program collected 16.4 million prescription records; 22,000
10prescribers and dispensers referred to its clinical data on a
11regular basis; and
 
12    WHEREAS, Illinois is a participating state in the evolving
13national program of Prescription Monitoring Program services
14through the National Association of Boards of Pharmacy to
15facilitate interstate sharing of data with other participating
16states on the "Interconnect"; and
 
17    WHEREAS, Using the Illinois Prescription Monitoring
18Program website is voluntary, free to registrants, provides
19fully functional availability for mobile devices, and is
20accessible 24 hours per day and 7 days a week to provide
21immediate access to patient prescription history; and

1    WHEREAS, The Illinois Prescription Monitoring Program is
2built on the foundation of improving healthcare outcomes while
3not denying information as needed to assist law enforcement and
4placing paramount priority on HIPAA privacy requirements; and
 
5    WHEREAS, The use of the Illinois Prescription Monitoring
6Program in the evaluation of a patient's controlled substance
7history is a tool for prescribers and dispensers to incorporate
8into their daily practice to prevent the accidental overdose or
9potential drug interactions; therefore, be it
 
10    RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE
11NINETY-EIGHTH GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, THE
12SENATE CONCURRING HEREIN, that we designate the month of June
13of 2014 as "Illinois Prescription Monitoring Program Month" in
14the State of Illinois.
