AMENDMENT TO HOUSE BILL 2997

2    AMENDMENT NO. ______. Amend House Bill 2997 by replacing
3everything after the enacting clause with the following:
 
4    "Section 5. The Illinois Public Aid Code is amended by
5adding Section 12-4.45 as follows:
 
6    (305 ILCS 5/12-4.45 new)
7    Sec. 12-4.45. Department of Human Services forensic audit;
8TANF; SNAP. No later than January 1, 2014, the Inspector
9General of the Department of Healthcare and Family Services
10shall conduct a forensic audit of the Temporary Assistance for
11Needy Families program, the Supplemental Nutrition Assistance
12Program (formerly the Food Stamp Program), and any medical
13programs administered by the Department, the Department of
14Human Services, or any other State agency, including the
15medical assistance program under Article V of this Code, the
16Children's Health Insurance Program under the Children's

1Health Insurance Program Act, and the Covering ALL KIDS Health
2Insurance program under the Covering ALL KIDS Health Insurance
3Act. The Inspector General of the Department of Healthcare and
4Family Services may, but need not, contract with an independent
5certified public accountant to perform all or part of the
6forensic audit.
7    The forensic audit shall include, but not be limited to, a
8review of the application and enrollment process and the
9payment of benefits to individuals. The audit shall focus on
10any fraud or inefficiencies which may be eliminated to contain
11costs and improve the delivery of benefits to eligible
12individuals.
13    The results of the audit shall be forwarded to the Director
14of the Department of Healthcare and Family Services and to the
15Secretary of the Department of Human Services. The Director and
16the Secretary shall report the findings of the audit to the
17General Assembly along with recommendations to address any
18findings contained in the audit.
 
19    Section 99. Effective date. This Act takes effect upon
20becoming law.".
