SYNOPSIS AS INTRODUCED:
 
625 ILCS 5/3-696 new

    Amends the Illinois Vehicle Code. Provides for the issuance of Blue Star license plates to any Illinois resident whose spouse, parent, sibling, or child is serving in the United States Armed Forces. Provides that the plates shall be issued only to applicants who present appropriate documentation as determined by the Secretary. Provides that applicants shall be charged an additional $15 for original issuance and additional $2 at renewal, to be deposited into the Secretary of State Special License Plate Fund.

1    AN ACT concerning transportation.
 
2    Be it enacted by the People of the State of Illinois,
3represented in the General Assembly:
 
4    Section 5. The Illinois Vehicle Code is amended by adding
5Section 3-696 as follows:
 
6    (625 ILCS 5/3-696 new)
7    Sec. 3-696. Blue Star license plates.
8    (a) The Secretary of State, upon receipt of an application
9made in the form prescribed by the Secretary, may issue special
10registration plates designated as Blue Star license plates to
11any Illinois resident whose spouse, parent, sibling, or child
12is serving in the United States Armed Forces. Appropriate
13documentation, as determined by the Secretary, and the
14appropriate registration fee shall accompany the application.
15The special plates issued pursuant to this Section may be
16affixed only to passenger vehicles of the first division,
17motorcycles, or motor vehicles of the second division weighing
18not more than 8,000 pounds. Plates issued under this Section
19shall expire according to the staggered multi-year procedure
20established by Section 3-414.1 of this Code.
21    (b) The design, color, and format of the plates shall be
22wholly within the discretion of the Secretary of State. The
23Secretary may, in his or her discretion, allow the plates to be

1issued as vanity or personalized plates in accordance with
2Section 3-405.1 of this Code. The plates are not required to
3designate "Land of Lincoln", as prescribed in subsection (b) of
4Section 3-412 of this Code. The Secretary shall prescribe the
5eligibility requirements and, in his or her discretion, shall
6approve and prescribe stickers or decals as provided under
7Section 3-412.
8    (c) An applicant shall be charged a $15 fee for original
9issuance in addition to the applicable registration fee. This
10additional fee shall be deposited into the Secretary of State
11Special License Plate Fund. For each registration renewal
12period, a $2 fee, in addition to the applicable registration
13fee, shall be charged and shall be deposited into the Secretary
14of State Special License Plate Fund.
