HOUSE RESOLUTION

 
2    WHEREAS, Public transportation serves an important role in
3meeting the transportation needs of many State citizens; and
 
4    WHEREAS, The State must be prepared to consolidate the mass
5transit services provided by the Regional Transportation
6Authority, the Commuter Rail Board, the Suburban Bus Board, and
7the Chicago Transit Authority in order to provide citizens with
8the most effective and cost efficient means of public
9transportation; therefore, be it
 
10    RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE
11NINETY-SEVENTH GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that
12the Mass Transit Consolidation Commission is created for the
13purpose of recommending the best procedure and governmental
14structure for consolidating the mass transit services provided
15by the Regional Transportation Authority, the Commuter Rail
16Board, the Suburban Bus Board, and the Chicago Transit
17Authority; and be it further
 
18    RESOLVED, That the Commission shall be composed of 10
19members as follows:
20        (1) 4 members of the Illinois House of Representatives,
21    2 appointed by the Speaker of the House and 2 appointed by
22    the House Minority Leader;

1        (2) 4 members of the Illinois Senate, 2 appointed by
2    the Senate President and 2 appointed by the Senate Minority
3    Leader; and
4        (3) 2 public members appointed by the Governor; and be
5    it further
 
6    RESOLVED, That a person appointed as a public member of the
7Commission must have expertise and experience in the area of
8public transportation; and be it further
 
9    RESOLVED, That the members of the Commission shall elect
10one member to serve as the chair of the Commission; and be it
11further
 
12    RESOLVED, That a member of the Commission is not entitled
13to compensation but is entitled to reimbursement for the travel
14expenses incurred by the member while transacting Commission
15business; and be it further
 
16    RESOLVED, That the Commission shall meet at least monthly
17at the times and places that the chair designates; and be it
18further
 
19    RESOLVED, That a majority of the members of the Commission
20constitute a quorum for transacting Commission business; and be
21it further

1    RESOLVED, That the Commission shall prepare and issue a
2report to the Governor and the General Assembly by July 1,
32012, recommending the best procedure and governmental
4structure for consolidating the mass transit services provided
5by the Regional Transportation Authority, the Commuter Rail
6Board, the Suburban Bus Board, and the Chicago Transit
7Authority; and be it further
 
8    RESOLVED, That the report must include recommendations for
9legislation to implement the consolidation of mass transit
10services; and be it further
 
11    RESOLVED, That the Commission must hold at least one public
12hearing in each of the counties served by the Regional
13Transportation Authority, the Commuter Rail Board, the
14Suburban Bus Board, and the Chicago Transit Authority in order
15to receive public input concerning the consolidation of mass
16transit services; and be it further
 
17    RESOLVED, That the Illinois Department of Transportation
18shall provide administrative and other support to the
19Commission.
