SYNOPSIS AS INTRODUCED:
 
20 ILCS 1005/1005-165 new

    Amends the Department of Employment Security Law of the Civil Administrative Code of Illinois. Provides that the Department of Employment Security shall, on a monthly basis, measure labor underutilization in Illinois in accordance with the U-6 measure (total unemployed, plus all marginally attached workers, plus total employed part time for economic reasons, as a percent of the civilian labor force plus all marginally attached workers) developed by the U.S. Bureau of Labor Statistics and shall release monthly data on the same day of the month on which it releases statewide unemployment data. Effective immediately.

1    AN ACT concerning employment.
 
2    Be it enacted by the People of the State of Illinois,
3represented in the General Assembly:
 
4    Section 5. The Department of Employment Security Law of the
5Civil Administrative Code of Illinois is amended by adding
6Section 1005-165 as follows:
 
7    (20 ILCS 1005/1005-165 new)
8    Sec. 1005-165. Labor underutilization in Illinois. The
9Department shall, on a monthly basis, measure labor
10underutilization in Illinois in accordance with the U-6 measure
11(total unemployed, plus all marginally attached workers, plus
12total employed part time for economic reasons, as a percent of
13the civilian labor force plus all marginally attached workers)
14developed by the U.S. Bureau of Labor Statistics. The
15Department shall release monthly data under this Section on the
16same day of the month on which it releases statewide
17unemployment data.
 
18    Section 99. Effective date. This Act takes effect upon
19becoming law.
