AMENDMENT TO HOUSE BILL 684

2     AMENDMENT NO. ______. Amend House Bill 684 by replacing
3 everything after the enacting clause with the following:
 
4     "Section 5. The School Code is amended by adding Section
5 2-3.148 and by changing Section 22-45 as follows:
 
6     (105 ILCS 5/2-3.148 new)
7     Sec. 2-3.148. Community schools.
8     (a) This Section applies beginning with the 2009-2010
9 school year.
10     (b) The General Assembly finds all of the following:
11         (1) All children are capable of success.
12         (2) Schools are the centers of vibrant communities.
13         (3) Strong families build strong educational
14     communities.
15         (4) Children succeed when adults work together to
16     foster positive educational outcomes.

1         (5) Schools work best when families take active roles
2     in the education of children.
3         (6) Schools today are limited in their ability to
4     dedicate time and resources to provide a wide range of
5     educational opportunities to students because of the focus
6     on standardized test outcomes.
7         (7) By providing learning opportunities outside of
8     normal school hours, including programs on life skills and
9     health, students are more successful academically, more
10     engaged in their communities, safer, and better prepared to
11     make a successful transition from school to adulthood.
12         (8) A community school is a traditional school that
13     actively partners with its community to leverage existing
14     resources and identify new resources to support the
15     transformation of the school to provide enrichment and
16     additional life skill opportunities for students, parents,
17     and community members at-large. Each community school is
18     unique because its programming is designed by and for the
19     school staff, in partnership with parents, community
20     stakeholders, and students.
21         (9) Community schools currently exist in this State in
22     urban, rural, and suburban communities.
23         (10) Research shows that community schools have a
24     powerful positive impact on students, as demonstrated by
25     increased academic success, a positive change in attitudes
26     toward school and learning, and decreased behavioral

1     problems.
2         (11) After-school and evening programs offered by
3     community schools provide academic enrichment consistent
4     with the Illinois Learning Standards and general school
5     curriculum; an opportunity for physical fitness activities
6     for students, fine arts programs, structured learning
7     "play" time, and other recreational opportunities; a safe
8     haven for students; and work supports for working families.
9         (12) Community schools are cost-effective because they
10     leverage existing resources provided by local, State,
11     federal, and private sources and bring programs to the
12     schools, where the students are already congregated.
13     Community schools have been shown to leverage between $5 to
14     $8 in existing programming for every $1 spent on a
15     community school.
16     (c) Subject to an appropriation or the availability of
17 funding for such purposes, the State Board of Education shall
18 make grants available to fund community schools and to enhance
19 programs at community schools. A request-for-proposal process
20 must be used in awarding grants under this subsection (c).
21 Proposals may be submitted on behalf of a school, a school
22 district, or a consortium of 2 or more schools or school
23 districts. Proposals must be evaluated and scored on the basis
24 of criteria consistent with this Section and other factors
25 developed and adopted by the State Board of Education.
26 Technical assistance in grant writing must be made available to

1 schools, school districts, or consortia of school districts
2 through the State Board of Education directly or through a
3 resource and referral directory established and maintained by
4 the State Board of Education.
5     (d) In order to qualify for a community school grant under
6 this Section, a school must, at a minimum, have the following
7 components:
8         (1) Before and after-school programming each school
9     day to meet the identified needs of students.
10         (2) Weekend programming.
11         (3) At least 4 weeks of summer programming.
12         (4) A local advisory group comprised of school
13     leadership, parents, and community stakeholders that
14     establishes school-specific programming goals, assesses
15     program needs, and oversees the process of implementing
16     expanded programming.
17         (5) A program director or resource coordinator who is
18     responsible for establishing a local advisory group,
19     assessing the needs of students and community members,
20     identifying programs to meet those needs, developing the
21     before and after-school, weekend, and summer programming
22     and overseeing the implementation of programming to ensure
23     high quality, efficiency, and robust participation.
24         (6) Programming that includes academic excellence
25     aligned with the Illinois Learning Standards, life skills,
26     healthy minds and bodies, parental support, and community

1     engagement and that promotes staying in school and
2     non-violent behavior and non-violent conflict resolution.
3         (7) Maintenance of attendance records in all
4     programming components.
5         (8) Maintenance of measurable data showing annual
6     participation and the impact of programming on the
7     participating children and adults.
8         (9) Documentation of true collaboration between the
9     school and community stakeholders, including local
10     governmental units, civic organizations, families,
11     businesses, and social service providers.
12         (10) A non-discrimination policy ensuring that the
13     community school does not condition participation upon
14     race, ethnic origin, religion, sex, or disability.

16     Sec. 22-45. Illinois P-20 Council.
17     (a) The General Assembly finds that preparing Illinoisans
18 for success in school and the workplace requires a continuum of
19 quality education from preschool through graduate school. This
20 State needs a framework to guide education policy and integrate
21 education at every level. A statewide coordinating council to
22 study and make recommendations concerning education at all
23 levels can avoid fragmentation of policies, promote improved
24 teaching and learning, and continue to cultivate and
25 demonstrate strong accountability and efficiency. Establishing

1 an Illinois P-20 Council will develop a statewide agenda that
2 will move the State towards the common goals of improving
3 academic achievement, increasing college access and success,
4 improving use of existing data and measurements, developing
5 improved accountability, fostering innovative approaches to
6 education, promoting lifelong learning, easing the transition
7 to college, and reducing remediation. A pre-kindergarten
8 through grade 20 agenda will strengthen this State's economic
9 competitiveness by producing a highly-skilled workforce. In
10 addition, lifelong learning plans will enhance this State's
11 ability to leverage funding.
12     (b) There is created the Illinois P-20 Council. The
13 Illinois P-20 Council shall include all of the following
14 members:
15         (1) The Governor or his or designee, to serve as
16     chairperson.
17         (2) Four members of the General Assembly, one appointed
18     by the Speaker of the House of Representatives, one
19     appointed by the Minority Leader of the House of
20     Representatives, one appointed by the President of the
21     Senate, and one appointed by the Minority Leader of the
22     Senate.
23         (3) Six at-large members appointed by the Governor as
24     follows, with 2 members being from the City of Chicago, 2
25     members being from Lake County, McHenry County, Kane
26     County, DuPage County, Will County, or that part of Cook

1     County outside of the City of Chicago, and 2 members being
2     from the remainder of the State:
3             (A) one representative of civic leaders;
4             (B) one representative of local government;
5             (C) one representative of trade unions;
6             (D) one representative of nonprofit organizations
7         or foundations;
8             (E) one representative of parents' organizations;
9         and
10             (F) one education research expert.
11         (4) Five members appointed by statewide business
12     organizations and business trade associations.
13         (5) Six members appointed by statewide professional
14     organizations and associations representing
15     pre-kindergarten through grade 20 teachers, community
16     college faculty, and public university faculty.
17         (6) Two members appointed by associations representing
18     local school administrators and school board members. One
19     of these members must be a special education administrator.
20         (7) One member representing community colleges,
21     appointed by the Illinois Council of Community College
22     Presidents.
23         (8) One member representing 4-year independent
24     colleges and universities, appointed by a statewide
25     organization representing private institutions of higher
26     learning.

1         (9) One member representing public 4-year
2     universities, appointed jointly by the university
3     presidents and chancellors.
4         (10) Ex-officio members as follows:
5             (A) The State Superintendent of Education or his or
6         her designee.
7             (B) The Executive Director of the Board of Higher
8         Education or his or her designee.
9             (C) The President and Chief Executive Officer of
10         the Illinois Community College Board or his or her
11         designee.
12             (D) The Executive Director of the Illinois Student
13         Assistance Commission or his or her designee.
14             (E) The Co-chairpersons of the Illinois Workforce
15         Investment Board or their designee.
16             (F) The Director of Commerce and Economic
17         Opportunity or his or her designee.
18             (G) The Chairperson of the Illinois Early Learning
19         Council or his or her designee.
20             (H) The President of the Illinois Mathematics and
21         Science Academy or his or her designee.
22             (I) The president of an association representing
23         educators of adult learners or his or her designee.
24 Ex-officio members shall have no vote on the Illinois P-20
25 Council.
26     Appointed members shall serve for staggered terms expiring

1 on July 1 of the first, second, or third calendar year
2 following their appointments or until their successors are
3 appointed and have qualified. Staggered terms shall be
4 determined by lot at the organizing meeting of the Illinois
5 P-20 Council.
6     Vacancies shall be filled in the same manner as original
7 appointments, and any member so appointed shall serve during
8 the remainder of the term for which the vacancy occurred.
9     (c) The Illinois P-20 Council shall be funded through State
10 appropriations to support staff activities, research,
11 data-collection, and dissemination. The Illinois P-20 Council
12 shall be staffed by the Office of the Governor, in coordination
13 with relevant State agencies, boards, and commissions. The
14 Illinois Education Research Council shall provide research and
15 coordinate research collection activities for the Illinois
16 P-20 Council.
17     (d) The Illinois P-20 Council shall have all of the
18 following duties:
19         (1) To make recommendations to do all of the following:
20             (A) Coordinate pre-kindergarten through grade 20
21         (graduate school) education in this State through
22         working at the intersections of educational systems to
23         promote collaborative infrastructure.
24             (B) Coordinate and leverage strategies, actions,
25         legislation, policies, and resources of all
26         stakeholders to support fundamental and lasting

1         improvement in this State's public schools, community
2         colleges, and universities.
3             (C) Better align the high school curriculum with
4         postsecondary expectations.
5             (D) Better align assessments across all levels of
6         education.
7             (E) Reduce the need for students entering
8         institutions of higher education to take remedial
9         courses.
10             (F) Smooth the transition from high school to
11         college.
12             (G) Improve high school and college graduation
13         rates.
14             (H) Improve the rigor and relevance of academic
15         standards for college and workforce readiness.
16             (I) Better align college and university teaching
17         programs with the needs of Illinois schools.
18         (2) To advise the Governor, the General Assembly, the
19     State's education and higher education agencies, and the
20     State's workforce and economic development boards and
21     agencies on policies related to lifelong learning for
22     Illinois students and families.
23         (3) To articulate a framework for systemic educational
24     improvement and innovation that will enable every student
25     to meet or exceed Illinois learning standards and be
26     well-prepared to succeed in the workforce and community.

1         (4) To provide an estimated fiscal impact for
2     implementation of all Council recommendations.
3     (e) The chairperson of the Illinois P-20 Council may
4 authorize the creation of working groups focusing on areas of
5 interest to Illinois educational and workforce development,
6 including without limitation the following areas:
7         (1) Preparation, recruitment, and certification of
8     highly qualified teachers.
9         (2) Mentoring and induction of highly qualified
10     teachers.
11         (3) The diversity of highly qualified teachers.
12         (4) Funding for highly qualified teachers, including
13     developing a strategic and collaborative plan to seek
14     federal and private grants to support initiatives
15     targeting teacher preparation and its impact on student
16     achievement.
17         (5) Highly effective administrators.
18         (6) Illinois birth through age 3 education,
19     pre-kindergarten, and early childhood education.
20         (7) The assessment, alignment, outreach, and network
21     of college and workforce readiness efforts.
22         (8) Alternative routes to college access.
23         (9) Research data and accountability.
24         (10) Community schools, community participation, and
25     other innovative approaches to education that foster
26     community partnerships.

1     The chairperson of the Illinois P-20 Council may designate
2 Council members to serve as working group chairpersons. Working
3 groups may invite organizations and individuals representing
4 pre-kindergarten through grade 20 interests to participate in
5 discussions, data collection, and dissemination.
