SYNOPSIS AS INTRODUCED:
 
20 ILCS 605/605-430 new

    Amends the Department of Commerce and Economic Opportunity Law of the Civil Administrative Code of Illinois. Provides that, subject to appropriation, the Department of Commerce and Economic Opportunity shall establish the Technology-Based Economic Development Council to help promote and develop technology-based business and industry in Illinois. Sets forth that the purposes of this Council is to: (i) provide leadership to technology-based business and industry in Illinois by defining goals and objectives for technology-based economic development and by identifying means of achieving these goals and objectives; (ii) gather and disseminate information on issues particular to technology-based economic development; (iii) facilitate innovative partnerships between public and private entities that promotes the growth of technology-based business and industry in this State; (iv) streamline technology-based economic development revenue from private and public sources; and (v) enhance opportunities for technology-based business and industry in Illinois. Authorizes the Council to provide programs, events, organizational support, and other value added services that support the Council's purpose. Provides that the membership of the Council shall include: 2 representatives of the Department of Commerce and Economic Opportunity, appointed by the Department; 5 representatives of technology-based business and industry who are knowledgable about issues particular to technology-based economic development and who represent diverse geographic areas of the State, appointed by the Governor; and 4 representatives of technology-based business and industry who are knowledgable about issues particular to technology-based economic development, appointed by each of the 4 legislative leaders. Defines "technology-based business and industry" and "technology-based economic development".

1     AN ACT concerning State government.
 
2     Be it enacted by the People of the State of Illinois,
3 represented in the General Assembly:
 
4     Section 5. The Department of Commerce and Economic
5 Opportunity Law of the Civil Administrative Code of Illinois is
6 amended by adding Section 605-430 as follows:
 
7     (20 ILCS 605/605-430 new)
8     Sec. 605-430. Technology-Based Economic Development
9 Council.
10     (a) Subject to appropriation, the Department shall
11 establish the Technology-Based Economic Development Council to
12 help promote and develop technology-based business and
13 industry in Illinois. The purpose of this Council shall be:
14         (i) to provide leadership to technology-based business
15     and industry in Illinois by defining goals and objectives
16     for technology-based economic development and by
17     identifying means of achieving these goals and objectives,
18     to include, without limitation, the development of a
19     statewide public policy on technology-based economic
20     development;
21         (ii) to gather and disseminate information on issues
22     particular to technology-based economic development;
23         (iii) to facilitate innovative partnerships between
24     public and private entities that promotes the growth of
25     technology-based business and industry in this State;
26         (iv) to streamline technology-based economic
27     development revenue from private and public sources; and
28         (v) to enhance opportunities for technology-based
29     business and industry in Illinois.
30     (b) The Council may provide programs, events,
31 organizational support, and other value added services that
32 support the Council's purpose to include, without limitation,

1 technology expos, statewide innovation fairs, recognition for
2 new and existing businesses with excellence in technology
3 development, and technology-based training.
4     (c) The Council shall consist of 11 members appointed as
5 follows:
6         (i) 2 representatives of the Department of Commerce and
7     Economic Opportunity, appointed by the Department;
8         (ii) 5 representatives of technology-based business
9     and industry who are knowledgable about issues particular
10     to technology-based economic development and who represent
11     diverse geographic areas of the State, appointed by the
12     Governor; and
13         (iii) 4 representatives of technology-based business
14     and industry who are knowledgable about issues particular
15     to technology-based economic development, appointed by
16     each of the 4 legislative leaders (the President and
17     Minority Leader of the Senate and the Speaker and the
18     Minority Leader of the House of Representatives).
19     (d) The Council members shall receive no compensation for
20 their services but shall be reimbursed for their expenses
21 actually incurred by them in the performance of their duties
22 under this Section. The Department shall provide staff services
23 to the Council. The Council shall consult with the Technology
24 Innovation and Commercialization Grants-In-Aid Council in the
25 performance of its duties.
26     (e) for purposes of this Section:
27     "Technology-based business and industry" means information
28 technology and other public or private enterprises that produce
29 technology-related goods and services or that use technology to
30 enhance the value of the goods and services they produce.
31     "Technology-based economic development" means efforts that
32 grow wealth by seeking to create, retain, expand, attract, or
33 transform a highly competitive technology-based business and
34 industry enterprise.
