093_SB1459 LRB093 10978 JAM 11588 b 1 AN ACT concerning ethics. 2 Be it enacted by the People of the State of Illinois, 3 represented in the General Assembly: 4 Section 5. The Illinois Governmental Ethics Act is 5 amended by changing Section 2-110 as follows: 6 (5 ILCS 420/2-110) 7 Sec. 2-110. Honoraria. 8 (a) No member of the General Assembly shall accept any 9 honorarium. 10 (b) As used in this Section: 11 "Honorarium" means a payment of money to a member of the 12 General Assembly for an appearance or speech, excluding any 13 actual and necessary travel expenses incurred by the member 14 of the General Assembly (and one relative), to the extent 15 that the payment or those expenses are paid by anyother16 person registered under the Lobbyist Registration Act. 17 "Honorarium" does not include (i) cash payments made on 18 behalf of a member of the General Assembly to an organization 19 described under Section 501(c)(3) of the Internal Revenue 20 Code of 1986, (ii) an agent's fee or commission, or (iii) 21 funds reported under Article 9 of the Election Code. 22 "Travel expense" means the reasonable cost of 23 transportation and the reasonable cost of lodging and meals 24 incurred while a person is away from his or her residence or 25 principal place of employment. 26 (c) Any honorarium or honoraria accepted in violation of 27 this Section shall be surrendered to the State Treasurer and 28 deposited into the General Revenue Fund. 29 (Source: P.A. 89-405, eff. 11-8-95.) 30 Section 99.
